The monitoring of the status and development of the competitive environment in the Republic of Tatarstan retail market for 2016 has been finalized

Since 2015 in the framework of implementation of the standard of developing competition in the constituent entities of the Russian Federation, approved by the Order No.1738-р (Standard) of  September 5, 2015 issued by the Government of the Russian Federation, the status and development of the competitive environment in the markets for the goods, works and services of the Republic of Tatarstan are monitored annually. Please see the results of the monitoring of the status and development of the competitive environment in the retail services market for 2016.

In total 58 respondents, operating on the market of retail trade services, were interviewed.

About half of the respondents note a very high competition on this market, 37% evaluate the competition as high, and only 14.8% of the interviewed companies evaluate the level of competition as average.

The largest number of respondents - 85.2% note a large number of competitors, 18.5% of companies replied that the number of competitors is 4 or more.

At that it is possible to say about te presence of large players with a significant market share. Most of the interviewed companies reported about the presence of one or more large players.

The majority of respondents consider that the main reasons for the increase in the number of competitors are related to the government policy, which is manifested in changes in the legal and regulatory framework, governing the entrepreneurial activities (40.7 %) and in the implementation of state support measures for entrepreneurs (14.8 %). 37% of the respondents declared about the increase in the number of competitors at the expense of the introduction of companies from other regions of the Russian Federation.

The majority of the respondents indicated new methods of production promotion in answering to the question about the method of improving the products competitiveness. On the second place - cost reduction, and 29.6% of the respondents worked at the expense of staff training.

The survey showed that most respondents (55.6%) consider that the authorities are helping business by their actions. 25.9% of the respondents (the second place) expressed the need for the authorities to participate in their activities.

It has been revealed, that the retail services market - is a highly competitive market, with most of the respondents talking about the presence of large players. Based on the results of the monitoring, the following actions plan can be composed:

(1) Reducing barriers to the acquisition of land for construction of trade places and facilities.

(2) Suppression of unjustified refusals to obtain land for construction.

(3) Introduction of new indicative indicators of the effectiveness of implementation of Republican (municipal) trade development programs - creation of conditions for increasing the demand for the products of Russian producers.

(4) Monitoring the evolution of retail prices for foodstuffs.

Please be reminded, that the Standard is focused to create conditions for the development of competition in the markets of goods and services in the region, transparency in the work of regional authorities, incentives for protection of small and medium-sized entrepreneurs and removal of administrative barriers.

According to the Decree of the Cabinet of Ministers of the Republic of Tatarstan No. 799-r dd.  May 6, 2014 the Ministry of Economy of the Republic of Tatarstan is the authorized body of the executive power of the Republic of Tatarstan for promoting competition in the Republic of Tatarstan.

We would like to note that the activities, focused at improving the competitive environment in the Republic of Tatarstan are included in the road map for promotion of competition within the framework of the implementation of the Standard.
