The Republic of Tatarstan occupied the 1st place in the ranking of heads of regions in promoting competition in 2016

Pursuant to the Decree of the President of the Russian Federation No. 1276 dd. 10.09.2012 "On evaluating the performance of federal executive and senior government officials (heads of the highest executive bodies of state power) of the Russian Federation in creating favorable business environment the development of competition is part of the List of directions for evaluating the performance of federal executive authorities in creating the favorable conditions for business environment.

The analytical center of the Government of the Russian Federation annually forms the ranking of the heads of regions in terms of competition promotion level.

Today on June 29, in Moscow, in the framework of the Seminar "The outcome of the implementation of the standard of competition in 2016", the Analytical Centre published the results -the Republic of Tatarstan ranked the 1 place in the ranking by the results of 2016.

The first five ratings included: the 2nd place - the Omsk Region, the 3rd place-the Voronezh Region, the 4th place - the Moscow Region, the 5th place-the Chuvash Republic.

The assessment was formed on the basis of two indicators-implementation of the constituents of the competition standard in the constituent entities of the Russian Federation, approved by the Order of the Government of the Russian Federation from 05.09.2015 No. 1738-P (hereinafter the standard), and achievement of the set benchmarks for performance benchmarks set out in the Plan of Action (the road map) to promote competition in the entity of the Russian Federation approved by the highest official of the entity of the Russian Federation.

The Chief of the Competition Development Division of the Ministry of Economy of the Republic of Tatarstan (hereinafter-Ministry), Ilyas Galimov, made a presentation on the implementation mechanisms for the implementation of the standard in the Republic of Tatarstan for the public technological and price audits of natural monopoly investment projects.

We remind that the standard has been introduced since 2014 in the Republic of Tatarstan.

By the order of the Cabinet of Ministers of the Republic of Tatarstan, of 06.05.2014 No. 799-R, the ministry is defined by the authorized body of the executive branch of the Republic of Tatarstan to promote competition.

The fundamental tasks of the Ministry in the area of promoting competition in the Republic of Tatarstan are:

- Realization of the potential for market development at the regional and municipal levels and the growth points of the economy;

-Improving the quality of consumer choice;

-Creating conditions for healthy and fair competition;

-Reduction of administrative barriers and pressure from the part of dominant market players;

-Stimulation of innovation and the reduction of the state sector in the economy.

The standard has been developed for the following purposes:

To establish a systemic and uniform approach to the implementation of the activities of the executive authorities of the constituent entities of the Russian Federation, local government bodies and territorial bodies of the Federal executive branch in order to create, in a regional context, the conditions for the promotion of competition between economic agents in the economic sectors;

- To promote a transparent system of work of the executive authorities of the constituent entities of the Russian Federation in the implementation of efficient and effective measures to promote competition for consumers of goods, works and services, including business, citizens and society;

- Identification of the potential for the development of the economy of the Russian Federation, including scientific, technological and human potential;

- To create incentives and promote conditions for the development, support and protection of small and medium-sized enterprises, as well as to help in removing administrative barriers.
