The applications for nomination "Municipal Economic Policy and Management of Municipal Finance" of the All Russia contest "The best municipal practice" are being collected

In accordance with the Decree of the Government of the Russian Federation No. 815 dd.  August 18, 2016 815 the All-Russian contest "The best municipal practice" (hereinafter referred to as the contest) will be held in 2017.

The contest is conducted for the purpose of identification, promotion and spreading the use of best practice examples of the activities of the local self-government bodies in arranging municipal governance and addressing the local issues of municipal entities.

The contest will be carried out in two phases: at the regional and federal levels. For the purposes of arranging the republican stage of the contest - the Cabinet of Ministers of the Republic of Tatarstan issued a Decree No.313 on 27.05.2017 which approved the Regulation on conducting the Republican stage of the All-Russian contest "The best municipal practice", as well as the composition of the contest Commission for arrangement and holding the republican stage pf the contest.

The competition is open for urban districts, urban and rural settlements, distributed according to the following categories of the participants of the contest:

The first category - urban districts and urban settlements;

The second category - rural settlements.

The competition will be held in three nominations:

1. Urban policies, enabling favorable environment for the population's living and development of housing and communal services;

2. Municipal economic policy and management of municipal finances;

3. Ensuring the effective "feedback" with the residents of the municipalities, development of territorial public self-government and engagement of citizens into implementation (participation in the implementation) of the local self-government in other forms.

Under the nomination "Municipal economic policy and management of municipal finances" the preparation of materials for the contest is carried out by the municipal entities with the participation of the Ministry of Economy of the Republic of Tatarstan, jointly with the Ministry of Finance of the Republic of Tatarstan.

The applications for the contest from the Municipalities of the Republic under the nomination "Municipal economic policy and management of municipal finances" can be until June 15 of the current year to the Ministry of Economy of the Republic of Tatarstan (the city of Kazan, Moskovskaya str., bld. 55).

The application's form and methods of evaluating the applications submitted by the municipalities are approved by the order of the Ministry of Economic Development of the Russian Federation # 798. dd. 09.12.2016.

The results of selecting the winners of the regional stage of the contest will be presented to the Federal Contest Commission until July 20, which will determine the contest's winners taking into account methods of evaluating the aplications from the municipalities, approved by the Ministry of Construction of Russia, the Russian Ministry of Economic Development and the Ministry of Justice of Russia.

The winners of the contest will be awarded by the diplomas of the Russian Government. The intergovernmental budget transfers from the federal budget will bi provided to the budgets of the Federation's subjects for redirecting them to the local budgets with the purpose of awarding the contest's winners.

By the results of the contest the Ministry of Construction, the Ministry of Economic Development and the Ministry of Justice of Russia will publish the information about the best municipal practice within specific nominations.
