The Ministry of Economy Development of Russia finalized development of the basic model for assessing efficiency and effectiveness of control and supervisory activities

The Ministry of Economy Development of Russia prepared changes into the Decree of the Government of the Russian Federation dd. 17.05.2016 No. 934-р "On approving main directions of development and implementation of the evaluation system of effectiveness and efficiency of control and supervisory activities". These changes refer to the basisc model of determination of indicators of efficiency and effectiveness of control and supervisory activities.

As we have informed, the current version of the document determines approaches to the selection and content of relevant indicators of the efficiency and effectiveness of control supervisory authorities with account of the objectives of the executed reform of control and supervisory activities.

The developed draft envisages introduction of:

- a list of indicative indicators, featuring direct state of the sphere controlled by state and negative phenomena, the removal of which require the activities of regulatory agencies (fires, environmental pollution, accidents, epidemies, etc.);

- calculation formulas of specific indicators (efficiency, business costs) having a  recommendatory nature: agencies may, at their discretion, use formulas also from other regulations and departmental methodology guidelines, taking into account their specific types of control (supervision).

In addition, it is proposed to complete the basic model with a list of indicators for new forms of monitoring control activities, such as control procurement, "Touchless" control (without interaction with the regulated subjects), warning about avoiding violations of the mandatory requirements.

When upgrading the base model it is proposed to account the results of implemetation of the pilot project, which was carried out from May until September 2016 on the example of separate types of control. In perspective the base model will be scaled up already for all types and levels of control and surepvisory activities.
