Draft Federal Law Public Consultations are Conducted

The Republic of Tatarstan Ministry of Economy has received a message from Russian Ministry of Economic Development Regulatory Impact Assessment Department about conducting of public consultation on Draft Federal Law “On Amendments to the Federal Law “On the navigation activities”.

Currently, mandatory equipping with satellite navigation facilities is envisaged only for certain categories of wheeled vehicles (e.g. vehicles for carriage of more than 8 people).

Other categories of vehicles being sources of increased danger are not subject to satellite navigation facilities mandatory equipping (vehicles transporting dangerous, bulky, heavy cargoes).

In addition, the legislation does not envisage mandatory transmission of navigation information of the said satellite navigation facilities to state and (or) local authorities, specified in accordance with Russian Federation laws.

Therefore, the use of the facilities for implementation of regulatory powers by the said authorities, as well as performance of state (municipal) functions and provision of public (municipal) services are impossible.
