River ports can be closed in the middle of summer

The Ministry of Economic Development of the Russian Federation has published the negative conclusion of RIA on the draft of the resolution of the Government of the Russian Federation "About modification of the Rules of holding the auction on buying the conclusion of the contract of water use approved by the resolution of the Government of the Russian Federation of April 14, 2007 No. 230", developed by the Ministry of Natural Resources and Environmental Protection of the Russian Federation.

The new document suggests to solve a problem in the "exotic" way having increased the initial price of auction in several hundreds, and even millions of times. It is supposed that the price will be attached to the cadastral cost of the land plot adjacent to the water area of water object. Besides that it contradicts the Russian legislation and also can cause precedents when it is impossible to establish such connection (for example, in cases if the land plot isn't registered in cadastre or if he adjoins several sites with different cadastral cost), this approach bears also very notable economic risks. The draft of the act has provided also increase in a deposit for participation in auction from 25 to 100%.
