Holding the auction on building of "turnkey" object can limit the competition

The organizations which perform works only on design or construction won't be able to participate in purchase.
The Ministry of Economic Development considers that the concept "construction of facilities on "turnkey"  isn't established in the legislation of the Russian Federation. We will note, courts use it according to the provision on the organization of building of such objects.
The question of whether it is possible to unite goods, works, services in a complex of "turnkey" works, is solved ambiguously.
