17.07.2014 on Public council of the Ministry of Economic Development of the Russian Federation the report on the main indicators of an assessment of efficiency of activity of heads of federal executive authorities and heads of the Russian Federation of creating favorable conditions of conducting business activity was considered following the results of 2013.
The assessment of efficiency of regions was carried out on 23 indicators and 9 directions. More than 5000 businessmen took part in poll about comfort of conducting business activity from 77 Russian regions. Among respondents of 78% represented small business. The general mark for 2013 which was down put by businessmen, made 5,6 points from 10.
Much grown level of trust to the regional authorities became one of positive indicators. 60% of respondents used borrowed funds to start business.
The greatest problems for business, according to 35% of respondents, create tax authorities.
Regions - leaders on level of social and economic development became: Republic of Tatarstan, Moscow and Samara region.
The assessment of efficiency included in 2013 a new indicator – a level of development of the sphere of state-private partnership. On this indicator (more than 70%) St. Petersburg and the Republic of Tatarstan are in the lead. The greatest number of the GChP projects is realized in the Novosibirsk region, thus in 20 of 83 regions experience of realization of GChP is absent.
