The plan of measures on ensuring increase of labor productivity, creation and modernization of high-performance workplaces is approved

The Russian Prime Minister Dmitry Medvedev signed the order of July 9, 2014 No. 1250-r about the approval of the plan of measures on ensuring increase of labor productivity, creation and modernization of high-performance workplaces.

The draft document is prepared by the Ministry of Economic Development of the Russian Federation in pursuance of an order of the President of the Russian Federation.

The plan determines target indicators of growth of labor productivity till 2018 as as a whole by economy, and in a section of types of economic activity, and also includes seven blocks of actions:

1 . Stimulation of investments for updating and production modernization.

2 . Stimulation of technological updating.

3 . Stimulation of replacement of outdated workplaces.

4 . Creation of conditions for professional development of workers.

5 . Realization of measures for increase of mobility of a manpower.

6 . Measures for labor productivity increase in the companies with the state participation.

7 . Measures for creation of conditions for increase in employment in spheres of individual and small business.

Among the main actions for stimulation of investment activity it is necessary to allocate creation of the mechanism of a project financing with providing a final interest rate for the borrower not above level of a rate of refinancing of Bank of Russia plus 1 annual interest rate and formation of fund of development of the industry for increase of availability of loans for financing of projects.

Stimulation of technological updating is supposed to be carried out by introduction of the principles of the best available technologies.

Measures for development of a labor market and staffing of the enterprises include carrying out a special assessment of workplaces, updating of professional and educational standards and creation of system of independent certification of qualifications.

For the purpose of labor productivity increase in the companies with the state participation target indicators of increase of productivity will be approved, and for heads of the enterprises will be established key indicators of efficiency of their activity, directed on increase in labor productivity.

The separate block allocated measures for development of individual and small business which include creation of national system of the guarantee organizations, actions for restructuring of economy of monoprofile municipalities, compensation to subjects of the Russian Federation of expenses for creation of infrastructure of industrial parks, and also investment with their right to provide two-year tax vacation for the first time to the registered individual entrepreneurs.

Implementation of the Plan of measures has to promote creation and development of conditions for increase of labor productivity and competitiveness of the domestic enterprises.
