The first meeting of the Republican commission on assistance to competition development took place

On July 8, 2014 the Minister of Economics of the Republic of Tatarstan Midkhat Shagiakhmetov held the first meeting of the Republican commission on assistance to competition development in which more than twenty representatives of the ministries, departments and public organizations of the Republic of Tatarstan took part.

The commission is created according to the second requirement of the Standard of development of the competition realized now according to an order of the First Deputy Prime Minister of the Russian Federation of Igor Shuvalov of 02.04.2014 by No. ISh-P13-2189 in the Republic of Tatarstan and five more pilot regions: Khabarovsk territory, Nizhny Novgorod, Ulyanovsk, Volgograd areas and St. Petersburg.

The head of department of investment and innovative activity of the Ministry of Economics of the Republic of Tatarstan Boris Mikhaylov told about key requirements of the Standard and plans for commission activity for the current year.

The standard is directed on formation of transparent system of work of regional public authorities regarding realization of productive and effective measures for competition development in interests of the end user of goods and services, subjects of business activity, citizens of the Russian Federation and society as a whole.

The standard includes 7 requirements, 2 from which in the republic are already realized:

 - The body authorized on assistance to development of the competition in the Republic of Tatarstan - the Ministry of Economics of the Republic of Tatarstan (the order of the Cabinet of the Republic of Tatarstan of 6.05.2014 No. 799-r) is defined;

 - The joint coordinating and advisory body on consideration of questions to competition assistance is educated – the Republican commission on assistance to competition development (the resolution of the Cabinet of the Republic of Tatarstan of 24.06.2014 No. 432 "About the Republican commission on assistance to competition development") is formed.

Besides, it is necessary to fulfill the following requirements:

 - the approval of the list of priority and socially significant markets for assistance to competition development in the region;

 - development of the plan of measures ("road map") on assistance to competition development in the region;

 - carrying out monitoring of a state and development of the competitive environment on commodity markets and region services;

 - creation and realization of mechanisms of public control over activity of subjects of natural monopolies;

 - increase of level of knowledge of subjects of business activity and consumers of goods and services about a condition of the competitive environment and activities for assistance to competition development in the region.

Within the second question of the agenda the report on purchases of adjustable customers and to application of the Federal law of 18.07.2011 No. 223-FZ "About purchases of goods, works, services by separate types of legal entities" the director general made State Unitary Enterprise Agency by the State Order, Investment Activity and Interregional Communications of the Republic of Tatarstan Yakov Geller.
