Rustam Minnikhanov: Regions cannot deal with infrastructure problems without federal support

On May 22, at a session “Not wasting a crisis: what (should) we have learned to better manage the global economy?” during St. Petersburg International Economic Forum (May 22-24, 2014), Tatarstan President Rustam Minnikhanov said that today regions cannot deal with infrastructure problems without federal support.
Dean of the Department of free arts and studies of St. Petersburg State University Aleksey Kudrin, who was the key speaker at the session, asked Rustam Minnikhanov about the use of modern technologies and implementation of major projects in Tatarstan.
Answering the question, Rustam Minnikhanov told about the Association of innovative regions of Russia, which aims to inform federal authorities about problems faced by developing regions. He noted that every region has got certain experience and approaches to solving such tasks, however, it cannot deal with many problems without federal support.
Rustam Minnikhanov continued that federal government supported the idea of cluster development, and mentioned Kama industrial cluster as a positive example.
Moreover, Tatarstan President told about the special economic zone “Alabuga”, and Nizhnekamsk industrial enterprises. He noted that there are 25 resource centres for staff training in the republic.
Tatarstan citizens aged 18 to 35 can participate in the federal competition of scientific research projects "UMNIK", the winners of which will receive a grant of 500 thousand rubles for the subsequent commercialization of a scientific startup.
A meeting of the working group on ensuring the sustainable development of the economy of the Republic of Tatarstan was held under the chairmanship of Deputy Prime Minister - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov.
On April 24, 2026, Elena Filippova, Head of the Regulatory Impact Assessment and Competition Development Department of the Ministry of Economy of the Republic of Tatarstan, participated in the interregional round table "The Digital Future of the Regions: Introducing digital Tools into Regulatory Impact Assessment", organized by the Department of Economic Policy and Development of the City of Moscow.
Yesterday, the Ministry of Economy of the Republic of Tatarstan, chaired by Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov, held a meeting with representatives of business associations and public organizations of the Republic. The event was attended by representatives of the Association of Small and Medium-sized Businesses of the Republic of Tatarstan and the Vysokogorsky Municipal District of the Republic of Tatarstan.
