The State Council of the Republic of Tatarstan discussed methodological approaches to the assessment of regulatory impact

Today, the State Council of the Republic of Tatarstan hosted a seminar-meeting on the topic "Assessment of the regulatory impact of draft laws of the Republic of Tatarstan: methodological approaches and application practice". 

The event was attended by deputies, representatives of relevant committees and employees of the Office of the State Council of the Republic of Tatarstan, representatives of the State and Legal Administration of the Chairman of the Republic of Tatarstan, the office of the Commissioner under the Head of the Republic of Tatarstan for the Protection of Entrepreneurs' Rights, and republican executive bodies of the Republic of Tatarstan. 

Opening the seminar, Marat Galeev, Deputy Chairman of the Committee of the State Council of the Republic of Tatarstan on Economy, Investment and Entrepreneurship, noted that regulatory impact assessment has been carried out in the republic for more than ten years and is a tool that allows identifying and minimizing excessive administrative barriers. 

Gulnaz Ismagilova, Deputy Minister of Economy of the Republic of Tatarstan, made a presentation at the event on "Relevance, procedure and practice of applying regulatory impact assessment in relation to draft laws of the Republic of Tatarstan". 

The speaker presented a step-by-step scheme for regulatory impact assessment (RIA): from problem analysis, alternative regulatory options and public consultations to expert assessment and preparation of an opinion at the Ministry of Economy of the Republic of Tatarstan. 

Projects are distributed according to the degree of regulatory impact ‒ low, medium and high, which determines, among other things, the timing of public consultations from 8 to 12 days.

The Deputy Minister emphasized the need to take into account the conclusions and proposals contained in the conclusion on RIA when finalizing the draft regulatory legal act, calling it one of the basic principles of the RIA procedure. 

Gulnaz Ismagilova gave practical examples of the evaluation mechanism and answered questions from the seminar participants. 

The Deputy Minister noted that over the past year alone, the economic effect of the use of RIA amounted to more than 25 billion rubles, according to the comments of the Ministry of Economy, 60% of draft regulatory legal acts have been finalized, and the Republic of Tatarstan has entered the top three in the federal rating. 

"The successful implementation of the regulatory impact assessment mechanism in the republic became possible thanks to effective cooperation between the Ministry of Economy of the Republic of Tatarstan and the State Council of the Republic of Tatarstan," Gulnaz Ismagilova emphasized.
