Tatarstan entrepreneurs will be able to attract up to 50 billion rubles under "umbrella" guarantees

In the second quarter of 2026, small and medium-sized businesses will be able to attract at least 50 billion rubles of debt financing under the umbrella guarantees of the SME Corporation. 

This year, these guarantees will allow the business to attract at least 216 billion rubles of financing. 

In 2025, Tatarstan became one of the leaders in terms of the increase in financing under "umbrella" guarantees. The amount of funds raised increased 2.3 times (by 0.9 billion rubles). This is the third result among the regions, the first two places were taken by the Samara Region (an increase of 3.5 times, to 2.54 billion rubles) and the Republic of Bashkortostan (2.6 times, to 2.9 billion rubles).

Since the launch of the SME Corporation's umbrella guarantee mechanism in 2021, about 92,000 entrepreneurs have received almost 1.3 trillion rubles in debt financing. Of these, more than 60% accounted for small and medium-sized enterprises in the non-trading sector, including manufacturing, infrastructure construction, logistics, agriculture, scientific and technical activities, IT and tourism. 

Umbrella guarantees help entrepreneurs obtain a loan from a bank in the amount of up to 1 billion rubles in the absence or insufficiency of collateral covering up to 50% of the amount of borrowed financing. The guarantee is provided to the business free of charge and automatically in the "single window" mode.

The umbrella guarantee mechanism was launched on behalf of the President of the Russian Federation and is being implemented as part of the national project "Efficient and Competitive Economy"
