Today, at the Tatar-inform news agency in Kazan, Tatarstan residents were told about common fraud schemes and ways to combat them.
Bulat Gabdrakhmanov, Deputy Minister of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan, Clara Tazetdinova, Deputy Minister of Labor, Employment and Social Protection of the Republic of Tatarstan, Radis Yusupov, Operative for Particularly Important Cases of the Fraud Detection Department of the Criminal Investigation Department of the Ministry of Internal Affairs of the Republic of Tatarstan, Prosecutor of the Investigation Department of the Ministry of Internal Affairs of the Republic of Tatarstan, Bulat Zakirov, Head of the Internal Affairs Department of the Prosecutor's Office of the Republic of Tatarstan, and Olga Gallyamova, Chief Specialist of the Security Department of the Bank of Tatarstan Branch of Sberbank spoke at the press conference.
The participants of the event talked about common types of fraud, in particular, which one can encounter when buying or selling goods. Criminals often call potential victims and introduce themselves as employees of the bank's security service, law enforcement agencies, departments or services.
The speakers noted that employees of banks and departments will never request SMS codes from Public Services or passwords to cancel an operation. Tatarstan citizens are strongly advised not to disclose their login, online banking password, SMS codes and, if fraud is suspected, immediately hang up the phone.
The speakers emphasized that the best protection against fraud is to improve one's own legal and financial literacy.
To date, digital solutions are being developed and introduced to ensure the safety of citizens from fraudulent activities. Among them is a self-ban on issuing loans: now citizens can independently establish a ban on obtaining loans in their personal account of Public Services. There is a time period between applying for a loan and actually receiving it, which allows you to think about a decision, and a service for protecting Public Services through the MAX messenger, a SIM card management service for self-locking contracts with telecom operators, a ban on transferring SIM cards to third parties, and labeling suspicious calls.
Since the beginning of spring, banks have introduced mandatory informing of parents or guardians of minors about the fact of issuing a bank card and every transaction related to their account. Among the new features is the "Second Hand" option, which allows you to specify a trusted person (a family member or a loved one) who will receive notifications about questionable transactions on the account.
Starting from October 1, 2025, leading banks must integrate a tool for prompt notification of illegal transfers into their mobile applications. Clients who have become victims of fraud will also be able to request a supporting document from the bank about these transactions for submission to law enforcement agencies.
The Government of the Republic of Tatarstan pays special attention to issues of financial security and public education. The Ministry of Economy of the Republic of Tatarstan works closely with the Central Bank, law enforcement agencies and financial institutions, in particular with Sberbank of Russia, to timely identify new fraud schemes and inform citizens and businesses about them.
