Ministry of Economic Development: SMEs will be able to reimburse the costs of placing securities on the stock exchange

On July 1, the Ministry of Economic Development of Russia will begin accepting applications from SMEs for reimbursement of securities placement costs. The selection of subsidy recipients will last until August 1, and the results will be posted on the Ministry's website no later than September 1. This was stated by Russian Minister of Economic Development Maxim Reshetnikov following the results of the plenary session "The role of SMEs in achieving new national goals" of the St. Petersburg International Economic Forum SPIEF-2025.

The corresponding instruction to launch a program to subsidize the costs of small and medium-sized businesses that mark up shares and bonds on the stock exchange and on investment platforms was given by Chairman of the Government of the Russian Federation Mikhail Mishustin at a meeting of the Government Commission on the Development of Small and Medium-sized Enterprises, held on May 19, 2025.

"This is a joint support program with the Bank of Russia, the volume of attracted financing for three years will amount to about 50 billion rubles. The program is primarily aimed at enterprises from the real sector of the economy, as they show the greatest multiplier effect. For them, this is an opportunity to increase their profitability without increasing their debt burden, as well as business liquidity," Maxim Reshetnikov said.

In accordance with the decision on the procedure for granting subsidies to Russian small and medium-sized enterprises, approved by the Ministry of Economic Development of Russia in May this year, the subsidy can compensate for the following costs incurred by companies in 2025-2030:

— payment of remuneration under agreements on the organization of placement and (or) placement of shares or bonds;

— payment of remuneration under the agreement on the implementation of rating actions (in case of assignment of a credit rating to the recipient of the subsidy or issue of bonds);

— payment of remuneration under the contract for the provision of investment attraction services;

— payment of remuneration for the registrar's services under the agreement on registration of the decision on the issue of shares;

— payment of remuneration under an agreement on the provision of audit or legal services.

To receive a subsidy, the recipient must be included in the register of SMEs on the date of application, carry out activities in priority sectors of the economy (manufacturing, transportation and storage, tourism, information and communication activities, scientific and technical activities, activities in the field of healthcare), be a small technology company, information about which is included in the register of small technology companies, or be a subject of creative industries, as well as meet the requirements defined by the decision, including not being part of a group of companies with annual revenues of more than 2 billion rubles.

The announcement of the selection is posted on the Ministry's website, and will also be additionally posted on the unified portal of the budget system of the Russian Federation.

The documents will be accepted on the portal for the provision of financial state support measures promote.budget.gov.ru.
