Tatarstan entrepreneurs were reminded about changes in legislation from September 1

The SME Corporation has launched a regular legislative digest to simplify the activities of small and medium-sized businesses.

The SME Corporation has started to produce a legislative digest designed for small and medium-sized businesses. It will be published regularly and inform entrepreneurs about current changes in the regulatory framework. This will allow them not to waste time updating information about changes in laws on their own and concentrate on business processes, said Alexander Isaevich, CEO of SME Corporation.

"Businesses, especially small ones, spend a lot of resources on daily activities, and in this regard, entrepreneurs do not always have time to track changes in the legislative sphere. Entrepreneurs themselves tell us about this problem regularly at meetings during our trips to the regions. In response to this request and to help all business representatives, we have begun to issue a legislative digest prepared by lawyers of the SME Corporation. It will allow you to get all the necessary information in a concentrated form, without having to search for it from various sources," Alexander Isaevich stressed.

The first issue of the legislative digest of the SME Corporation is devoted to changes in the regulatory framework, which begin to take effect in September.

So, with the beginning of autumn, the pre-trial appeal will become mandatory for obtaining many permits, including: for construction and commissioning, transportation of dangerous goods, alcohol production, inclusion in the register of brewers. If an unreasonable refusal is given or an extra document is requested, you must first file a complaint through Public Services and only then go to court.

Labeling rules:

- they are introduced for canned food, vegetable oil, non-alcoholic beer, feed, veterinary drugs, bicycles, rehabilitation products;

- specified for milk, water and soft drinks;

- updated for beer and low alcohol.

The remnants of clothing must be marked before September 14.

Employers:

- carry out a special assessment of working conditions according to a new methodology;

- submit reports to the employment service on new forms (on vacancies, quotas for the disabled, staff reductions and in some other cases (you can use the Work in Russia platform https://trudvsem.ru/employer );

- pay overtime, taking into account compensation and incentive payments;

- fulfill the quota for hiring people with disabilities in a new way (for enterprises with 35+ employees);

- complete first aid kits for first aid workers, taking into account new requirements.

Road transport:

- sanctions for violations in the transportation of passengers and baggage are being tightened;

- insurance of harm to life, health, and property of passengers is being introduced for taxis (current carriers need to insure each car until October 31);

- the rules of admission to international transportation are being clarified.

The appointment of a new director of the LLC is formalized by a notary.

Representatives of companies and sole proprietors require a machine-readable power of attorney.

Hotels have the right to apply zero VAT to parking, fitness and other services if they are included in the room price.

Waste management:

- the rules for licensing waste management activities of classes I - IV are being changed, including the abolition of licensing control, but periodic confirmation of compliance is being introduced;

- the rules for commercial accounting of the volume and mass of municipal solid waste are being updated.

Environmental collection:

- rules are being introduced for manufacturers and importers to report on the mass of goods and packaging and on the disposal of waste from the use of goods;

- for importers from countries that are not members of the EAEU, a mandatory experiment on the disposal of individual goods and packaging is starting.

From jewelers:

- the rules for handling precious metals and stones are being clarified;

- there are rules for recognition as an artist-jeweler;

- Fines for opposing assay control are being increased.

Let us recall that business support is carried out within the framework of the national project "Small and medium-sized enterprises", which was initiated by the President Vladimir Putin.
