The report on the results of the activities of the Cabinet of Ministers of the Republic of Tatarstan for 2023 was considered today at a meeting of the Committee on Economy, Investment and Entrepreneurship. The members of the relevant committee reviewed the document in terms of socio-economic development and strategic planning, investment and industrial policy, innovation and property relations.
The report on the activities of the executive authorities of the republic for 2023 was submitted to the State Council by the Head of the Republic of Tatarstan Rustam Minnikhanov on April 7.
Opening the meeting, Chairman of the Committee on Economy, Investment and Entrepreneurship Lutfulla Shafigullin noted that the Report provides detailed information on all major areas of social and economic development of the republic. "The report is being prepared by the Government of the Republic, but we are talking about the coordinated work of authorities at all levels, business, and society as a whole," the head of the relevant committee stressed. – The deputy corps of the republic actively participated in the development of balanced decisions of the Government, creating and improving the basis of all decisions – the legislative base."
Lutfulla Shafigullin also noted that by the end of 2023, the republic retained its leading position among the regions of the Russian Federation in terms of key macroeconomic indicators. "The republic, overcoming the sanctions pressure, maintains economic stability, increases positive trends in economic sectors and investment activity," he said. – Tatarstan took the 5th place in terms of industrial production and agriculture, the volume of construction works – the 2nd place, investments in fixed assets and housing commissioning – the 6th place, retail trade turnover - the 7th place."
The Government's report was presented at the meeting of the committee by First Deputy Minister of Economy of the Republic of Tatarstan Oleg Pelevin. The volume of the republic's GRP by the end of 2023 reached 4.32 trillion rubles, an increase of 103.6%. The main contribution to the economic growth of the republic was made by industry, construction and trade. The volume of shipped products by the end of 2023 amounted to more than 4.7 billion rubles, the industrial production index was 103.3%. The key contribution to the dynamics of industrial production is provided by the manufacturing industries.
High rates were also recorded in the construction sector. The volume of construction work amounted to 708 billion rubles with a growth rate of 115.1%. According to the results of last year, housing commissioning in the republic amounted to 3 million 436.5 thousand square meters of housing.
According to the results of 2023, there is a positive trend in the growth of consumer activity, primarily, as Oleg Pelevin noted, due to an increase in the turnover of the non-food group of goods. Retail trade turnover in 2023 amounted to 1 trillion 400 billion rubles, or 111.3%. The average salary in 2023 amounted to 61,840.7 rubles and increased by 18.8% to the level of 2022.
Rodion Karpov, First Deputy Minister of Industry and Trade of the Republic of Tatarstan, provided information on the current situation in industry. He noted the key areas of development of the petrochemical complex, the automotive industry and the aircraft industry.
As for national projects, here, according to the deputy minister, within the framework of the Labor Productivity project, it was possible to ensure an increase in value added at enterprises by 70 billion rubles. "Tatarstan is one of the leaders in the country. To date, since the beginning of the project, 259 companies have become participants," said Rodion Karpov. – In 2023, enterprises of the republic attracted almost 12 billion rubles under various programs of the Industrial Development Fund."
Deputies of the relevant committees of the State Council took part in the discussion of the Government's Report. In particular, Chairman of the Committee on Budget, Taxes and Finance Leonid Yakunin was interested in the development of industrial parks, Deputy Chairman of the Committee on Education, Culture, Science and National Affairs Lyudmila Rybakova was interested in the development of glamping, Deputy Chairman of the Committee on Ecology, Nature Management, Agro-Industrial and Food Policy Tahir Khadeev asked a clarifying question regarding the control of counterfeit products.
