The municipal investment standard is being actively implemented in the regions of Tatarstan

This was announced by Deputy Minister of Economic Development Murat Kerefov at the Commission of the State Council of the Russian Federation in the direction of "Investments". 

The Commission was attended by representatives of business associations, regions and authorities. The members of the Commission discussed the development of the regional investment standard, which was developed under the leadership of the First Deputy Prime Minister Andrey Belousov. It is now implemented in almost all regions of the country. Since investors work in specific territories, the Ministry of Economic Development has developed a municipal investment standard. 

"One of the key measures is the presence of an investment commissioner in medium and large municipalities - a person responsible for working with businesses and supporting investment projects. One of the regions where the municipal investment standard is being most actively implemented is the Republic Tatarstan. This shows that systematic and constant work has been carried out with municipalities for 10 years," Deputy Minister of Economic Development Murat Kerefov said.

With the methodological support of the Ministry of Economic Development of the Russian Federation, in order to increase the accessibility of information for investors in the republic, a specialized section for investors has been created on the official websites of municipal districts and urban districts. Currently, there are 43 municipal districts and 2 urban districts in the republic (Kazan and Naberezhnye Chelny). All municipalities have completed the implementation of the municipal investment standard. 

The section "Investment passport of the municipality" contains all the information necessary for investors, including about the investment profile, about responsible persons on interaction with investors, regulations for supporting investment projects, an advisory body under the head of administration, contact details of resource supply and network organizations responsible for interaction with investors. The introduction of such a standard will help improve the investment climate in the republic and attract more investments to the region.

The commission also recognized the successful initiative of the Ministry of Economic Development and ANO Dialog Regions to create centers for collecting feedback from businesses. Based on the experience of the Moscow Region, such centers were established in ten pilot regions, including Tatarstan. It is proposed to replicate their experience throughout the country. However, if earlier business issues were collected from various sources, now it is proposed to create a window on the feedback platform of Public Services — this mechanics will be discussed within the framework of the work of the interdepartmental working group.
