The Ministry of Economy discussed issues of reducing the administrative burden on local governments

Issues of state control (supervision) in relation to local self-government bodies of the republic and their officials were discussed on December 27, 2023 at the Ministry of Economy of the Republic of Tatarstan. 

The event was chaired by Deputy Minister of Economy Guzel Nasibullina. It was attended by representatives of the Administration of the Head of the Republic of Tatarstan, the Prosecutor's Office of the Republic of Tatarstan, the Association "Council of Municipalities of the Republic of Tatarstan", territorial bodies of federal executive authorities and republican executive authorities.

Guzel Nasibullina made a report on the organization of work on the implementation of state control (supervision) in relation to local governments in 2022-2023. The possibilities of using preventive tools and a risk-based approach by control (supervision) bodies were discussed.

Sergey Stolyarov, Deputy Executive Secretary – Head of the Legal Department of the Association "Council of Municipalities of the Republic of Tatarstan", voiced problematic issues of local governments during inspections by public authorities and ways to solve them in his report.

At the event, the speakers noted a significant increase in the administrative and financial burden on municipalities. In particular, Deputy Minister of Justice Muharryam Ibyatov outlined specific examples of an increase in the number of regulations issued by regulatory authorities in relation to local governments.

As a result of the meeting, it was decided in the coming year to submit consideration of this issue at the Interdepartmental Commission on the organization of interaction between the executive authorities of the Republic of Tatarstan and the territorial bodies of federal executive authorities exercising state control (supervision) and local self-government bodies in the Republic of Tatarstan.
