On June 16, within the framework of SPIEF’23, the Agency for Strategic Initiatives announced the results of the National Rating of the investment Climate of the subjects of Russia for 2022. Tatarstan has once again demonstrated one of the best results in creating conditions for the implementation of investment and business projects. The Republic retained the second place immediately after Moscow.
It should be noted that the Republic of Tatarstan has been among the three leaders of the Rating for 8 years. Its methodology makes it possible to evaluate various areas of management initiatives: the development of institutions and infrastructure to support business at any of its stages, the correctness and completeness of information for investors, the level and speed of digitalization in the provision of public services, improvement of the regulatory environment, as well as the availability and effectiveness of support for business.
Despite the difficult external economic situation and sanctions pressure, the volume of investments in fixed assets of Tatarstan by the end of 2022 exceeded 888 billion rubles, which is 10.5% more than in 2021.
Active work continues in the republic to reduce administrative pressure on business. On behalf of the President of the Republic of Tatarstan, Rustam Minnikhanov, all levels of government of the republic, together with federal control and supervisory agencies and the business community of Tatarstan, are included in this work. As a result, Tatarstan took the 2nd place in the rating of the country's subjects with the least pressure on business.
In recent years, the republic has made a serious leap in the development of PPP. Tatarstan took the fourth place among the regions of Russia in the development of public-private partnership this year. As of today, 130 concession agreements and one MPP agreement with a total investment of 93.3 billion rubles are in force in the region.
The republic is also actively engaged in optimizing business processes within support measures and services for business, modernizing digital services, developing new technological solutions, the functionality of which allows the business community to access public services and procedures in a remote format, shorten the time for their receipt and improve the quality of interdepartmental interaction.

The National Rating of the investment climate in the constituent entities of the Russian Federation is a strategic initiative implemented since 2014. The rating evaluates the efforts of authorities at all levels in the regions to create favorable business conditions. The main part of the indicators is formed based on surveys of regional entrepreneurs. When developing the methodology, the experience of existing domestic and international ratings and other mechanisms for assessing the investment climate is taken into account. The Rating indicator system has been developed taking into account the best international experience aimed at assessing the state of the investment climate.
