All-Russian strategic development forum "Cities of Russia 2030: Challenges and Actions 2.0" opened in Yekaterinburg

The VI All-Russian Strategic Development Forum "Cities of Russia 2030: Challenges and Actions" began its work in Yekaterinburg.

On November 16, within the framework of the Forum, the Main Strategic Session was held: "Russian Cities - the Basis for the Country's Sustainable Development", which was attended by Deputy Minister of Economic Development of the Russian Federation Dmitry Vakhrukov, Plenipotentiary Representative of the President of the Russian Federation in the Urals Federal District Vladimir Yakushev and Vice Governor of the Sverdlovsk Region Oleg Chemizov.

At the strategic session, issues of managing the country's spatial development, improving legislation on local self-government and delimitation of powers, changes in the tools for supporting territories, interregional and intermunicipal cooperation were discussed.

Within the framework of the Forum, sections on strategic development were held: “Development of a long-term plan for the agglomeration - approbation of methodological recommendations and identification of projects for the development of agglomerations” and “Urban agglomerations: tools for the coordinated work of regions and municipalities”, which were attended by Karavaeva Tatiana - Vice President, Head of the direction " Spatial Development” of the Center for Strategic Research Foundation, Dmitry Nozhenko – Deputy Head of the Administration of Yekaterinburg, Dmitry Egorov – Deputy Director of the Department of Economic Analysis and Territorial Development of the Ministry of Economy and Territorial Development of the Sverdlovsk Region and representatives of regional and municipal authorities.

The first section was held with the participation of the Foundation "Center for Strategic Research", which discussed the issues of methodological approaches to the development of a long-term plan for the socio-economic development of the urban agglomeration.

The second section was held with the participation of the Agency for the Social and Economic Development of Agglomerations (ASERA), which discussed issues on the optimal list of documents for strategic and territorial planning of an urban agglomeration, the distribution of powers between the region and local government in order to optimize agglomeration processes, mechanisms for interaction between local governments and regional authorities in the implementation of agglomeration development projects, sources and mechanisms for financing agglomeration projects, as well as organizational schemes for managing the development of urban agglomerations, changes in legislation in order to optimize agglomeration processes, the existing practices and tools for implementing agglomeration projects were also analyzed.

Also on the first day of the Forum, blocks of issues on inter-municipal cooperation, an integrated approach to the development of agglomerations, work and urban planning were considered. The forum participants exchanged practices and solutions for the tasks that small, medium and large cities face today.

Irina Yusupova, Head of the Department for the Development and Placement of Productive Forces, and Lilia Kapanova, Leading Specialist of the Department for Coordinating the Implementation of State Programs, took part in the Forum from the Ministry of Economy of the Republic of Tatarstan.
