Synchronization of legislation will allow businesses to combine the benefits of a concession and a SEZ

The law developed by the Ministry of Economic Development, which provides for simplified access to the benefits of special economic zones for concessionaires, was signed by the President and entered into force.

As Deputy Minister of Economic Development of Russia Sergey Nazarov noted, changes in the SEZ legislation reduce the administrative burden on business - the list of documents that the concessionaire must provide in order to obtain resident status has been reduced, and the number of verification procedures in the SEZ has been reduced.

“The law clarifies the procedure for changing the agreement: if the conditions of the concession change, then the conditions of residence change accordingly. In addition, a unified procedure for calculating the payment for land lease is established. These norms exclude duplicative procedures and increase the transparency of preferences for concessionaires and residents of the SEZ,” Sergei Nazarov emphasized.

At the same time, the norms of the law are aimed at protecting the interests of the public side and increasing the responsibility of residents for their obligations. In particular, the essential conditions of the agreement on the implementation of activities are determined, in case of non-compliance with which it can be terminated.
