The Ministry of Digital Development of Russia, together with the Ministry of Economic Development, is launching a new technology for remote business checks as part of a pilot. The solution was presented at the All-Russian Forum "Digital Evolution" in Kaluga. One of the first regions participating in the pilot project was Tatarstan.
The solution for remote inspections during licensing is a digital tool in the field of control and supervision.
How it works:
1. The business owner submits an application to the State Services for obtaining permits (licenses).
2. The application from the portal enters the TOR KND system and is processed by the inspector.
3. The inspector sends a notification to the applicant for public services indicating the date and time of verification of compliance with the necessary requirements.
4. The applicant downloads the mobile application "Inspector" (the link to it will come along with the notification at the State Services) and at the appointed time connects to the remote verification via video conferencing through the application.
5. After verification, the results will come to the applicant's personal account at the State Services.
Piloting remote inspections is planned from September with the participation of federal agencies:
- Roszdravnadzor,
- Rosalkogolregulirovanie,
- Rosaccreditation,
- Rosprirodnadzor,
- Rosselkhoznadzor,
and with the participation of regional departments in 2 subjects:
- Kirov region,
- Republic of Tatarstan.
The new mechanism will save the time of relevant authorities for on-site inspections, making it more convenient and transparent for businesses to obtain licenses.
