In the Republic of Tatarstan, the Operational Headquarters for Sustainable Economic Development continues to monitor the provision of the population with essential goods; maintaining employment; ensuring the smooth functioning of backbone organizations; adaptation of small and medium-sized businesses to new conditions. This was announced today at a meeting in the House of the Government of the Republic of Tatarstan by the Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov.
The meeting via videoconferencing with all municipal districts was held by the President of Tatarstan Rustam Minnikhanov. The meeting was also attended by the Prime Minister of the Republic of Tatarstan Alexei Pesoshin.
Midkhat Shagiakhmetov said during his speech that an increased demand of the population for long-term storage products has been recorded this week. At the same time, compared to last week, sales volumes decreased, but still remain above average consumption volumes. To provide the population with food, the supply of some goods to retail trade networks was increased, the minister noted.
Midkhat Shagiakhmetov stated that “the volume of basic goods at distribution centers is sufficient to meet the demand of the population. Trade enterprises operate as usual and are provided with essential goods.”
He clarified at the same time that there were separate appeals for a temporary absence of sugar in some stores. “The reason is increased demand, when goods were not delivered from distribution centers,” Midkhat Shagiakhmetov said.
In pursuance of the order of the Russian Government, in order to prevent shipment delays, the Federal Antimonopoly Service, the Ministry of Agriculture, the Ministry of Industry and Trade of the Russian Federation began checking the supply chain of sugar to retail stores - manufacturers, retailers and intermediaries.
The FAS Department for the Republic of Tatarstan sent letters of warning about the inadmissibility of unreasonable price increases to more than 40 manufacturers and suppliers of the Republic of Tatarstan, including those selling sugar, flour, bakery products, dairy products, meat products, non-food products.
“One of the main tasks is to ensure the availability of goods on the shelves and uninterrupted supply,” said the Minister of Economy of the Republic of Tatarstan.
He also recalled that in the near future resolutions of the Government of the Russian Federation will be adopted to support employment of the population - public works; temporary employment of workers at risk of dismissal; vocational training and additional vocational education for employees of industrial enterprises at risk of dismissal.
Midkhat Shagiakhmetov said that the Situation Center of the Operational Headquarters of the Ministry of Transport of Russia has been created at the federal level to ensure sustainable logistics, the interaction is carried out by the Ministry of Transport of the Republic. Enterprises can directly send applications to the Situation Center of the Ministry of Transport of Russia or through the Ministry of Transport of the Republic.
The second direction is the import substitution of components, raw materials and components. Based on the data in the Unified Procurement Information System, an analysis of purchased products in 2020-2021 was carried out.
To replace import purchases in the republic, on the basis of the Republican Marketing Center, a catalog of proposals has been created, which has already collected 113,000 nomenclature items of products supplied by Russian, including Tatarstan, manufacturers and suppliers. And this base continues to grow.
The head of the Ministry of Economy of the Republic of Tatarstan said: on March 16, resolutions of the Government of Russia on credit programs to support backbone organizations were adopted. Representatives of the domestic agro-industrial sector, as well as industry and trade, will be able to use such loans. In the agricultural sector, we are talking about loans up to 5 billion rubles at a preferential rate of 10% per annum for a period of no more than 12 months. For industry and trade organizations, loans will be available at a rate of 11% per annum. One enterprise will be able to receive up to 10 billion rubles for one year, a group of companies - up to 30 billion rubles.
According to the republican list of backbone organizations, which includes 309 enterprises, weekly monitoring and assessment of the financial and economic condition is carried out.
For entrepreneurs at the federal level, a number of decisions are being implemented - a moratorium on inspections, credit holidays, a moratorium on bankruptcy, a ban on blocking transactions on tax debtor accounts until June 1, 2022, reimbursement of expenses through the SBP, an increase in the term of a lease agreement for a land plot located in state or municipal property.
On March 16, 2021, the Ministry of Economy of the Republic of Tatarstan held a meeting with all regulatory and supervisory authorities, with the Prosecutor's Office of the Republic of Tatarstan, where the issues of conducting inspections in 2022 were discussed. As a result of the moratorium on scheduled business inspections introduced on March 10, federal, regional and municipal control bodies canceled 2,211 inspections and terminated 512 inspections that had begun.
Since the launch of the program, only 57 entrepreneurs from 11 municipalities have applied to participate in this program for credit holidays. Municipalities need to strengthen the work to involve entrepreneurs in this support mechanism, Midhat Shagiakhmetov suggested.
Speaking about restructuring under intra-bank programs, Midkhat Shagiakhmetov drew attention to the fact that entrepreneurs have the opportunity to restructure loans under intra-bank programs. Currently, 173 applications have been submitted from 21 municipalities of the republic.
Midkhat Shagiakhmetov recalled: The Russian government continues preferential lending to agricultural producers. Thus, agricultural producers of Tatarstan submitted 56 applications for a total of 2.48 billion rubles.
At the federal level, there are a number of preferential lending programs for SME Corporation JSC and the Central Bank of the Russian Federation.
Thus, the SME Corporation is implementing the Investment program at a rate of 13.5% for medium-sized enterprises and 15% for micro and small enterprises. The Central Bank of Russia launched the Revolving Loan Program.
