By Order of the Government of the Russian Federation No. 2424-r of 02.09.2021, a new National Competition Development Plan for 2021-2025 was adopted.
The following tasks of the national plan are defined: the development of fair competition in the commodity markets, the reduction of barriers for suppliers and consumers of goods, works and services, the development of small and medium-sized businesses, the digitalization of antimonopoly and tariff regulation. In addition, the objectives of the plan are called: unification and systematization of state and municipal preferences to economic entities and replacement of measures of state regulation of economic relations with measures of economic stimulation.
The national plan contains the tasks and expected results of the development of competition in certain sectors of the economy (agro-industrial complex, information technologies, solid municipal waste management, financial markets, natural resources, electric power, transport, education, healthcare, funeral services, energy, chemical industry and petrochemical industry, construction, trade, forestry). This includes the expansion of the range of agricultural goods sold on the exchange, and the creation of a digital platform that ensures the interaction of shippers, carriers and operators in the framework of freight transportation by rail on a non-discriminatory basis.
Based on the new National Plan, the subjects of the Russian Federation are recommended to approve new Roadmaps for the development of competition for the period up to 2025 by January 1, 2022.
At the moment, the Ministry is already working on the preparation of a draft of a new Roadmap.
