Midhat Shagiakhmetov spoke about the support measures implemented in the republic in 2021

Deputy Prime Minister of the Republic of Tatarstan-Minister of Economy of Tatarstan Midkhat Shagiakhmetov spoke about new support measures for small and medium-sized businesses of the republic, which will be implemented in 2021. Among them are microfinance programs, subsidies, grant support for the self-employed and surety bondings. The events are formed taking into account the proposals of the real needs of Tatarstan entrepreneurs.  

This year, the republic will continue to implement measures to support business, which are formed taking into account the proposals of the real needs of Tatarstan entrepreneurs.

Preferential financing, which is aimed at a wide range of entrepreneurs, remains the most popular among entrepreneurs of Tatarstan. At the beginning of the year, the business of Tatarstan received borrowed funds in the amount of 350 million rubles under microfinance programs, the total existing loan portfolio is 2 billion rubles.  The most popular programs among entrepreneurs of the republic remains the "Reset" microloan, which can be received by all SME engaged in the real sector of the economy, and is issued for any costs justified by borrowers for entrepreneurial purposes.

 In order to increase the availability of concessional financing from June 1, the maximum rate under this program is reduced to the key rate of the Russian Federation-5%, previously the rate was equal to 6%. A similar reduction in the rate was carried out under the "Self-employed" program, a microloan is available for individuals who use a special tax regime.

The "Exporter" loan is available to support Tatarstan export-oriented entrepreneurs. According to the terms of the program, the loan amount is up to 5 million rubles for a period of 24 months with an interest rate of 0.1 %.

Another microfinance product"Social Entrepreneur", aimed at helping businesses that are focused on solving social issues. Small and medium-sized businesses have the right to receive a microloan from 300 thousand to 5 million rubles for a loan period of 3 to 24 months.

In order to increase the availability of borrowed funds for entrepreneursThe Guarantee Fund of the Republic of Tatarstan provides a guarantee for obligations to credit institutions.  Today, the fund provides guarantees in the amount of more than 640 million rubles, and the amount of loans attracted by the business amounted to 4 billion rubles.

This year, the republic launched a digital online service for the credit business "Guarantee Stream" – this is the first experience in Russia of online lending under the guarantee of the Guarantee Fund. The service allows one to get a loan at the lowest interest rate in the online lending segment within two working days.

The regional leasing company of the Republic of Tatarstan financed equipment for 2.6 billion rubles for republican projects.

Midhat Shagiakhmetov noted that the republic is constantly working to improve existing business support programs, during the pandemic, such programs as subsidizing the interest rate on existing business loans and one hundred percent subsidizing the cost of paying for food delivery services showed high demand. Due to the ongoing restrictions and requests of the catering sector, it was decided to extend the implementation of the program, and SME can count on compensation for the costs associated with the payment of services by the commission for delivery services.

As part of the implementation of the national project "Small and medium-sized businesses and support for individual entrepreneurial initiatives", the Ministry of Economy of the Republic of Tatarstan will continue to implement financial support measures – subsidies, surety bondings, microloans.

In 2021, it is planned to start grant support for self-employed and social entrepreneurs in the amount of up to 100 thousand rubles.

Non-financial support measures will also be provided for the following categories of entrepreneurs: self-employed, beginners and active. Thus, for the self-employed, services are provided for participation in fairs, placing products on marketplaces and providing consulting services.

For beginning entrepreneurs, in order to create conditions for an easy start and comfortable business, educational, consulting support, and legal assistance are provided. To support the existing business, a set of measures will be implemented to develop and scale the business.

For reference: today, in the field of SME, including individual entrepreneurs and self-employed, 663 thousand people are employed (legal entities and individual entrepreneurs – 536 thousand people, self-employed 127 thousand people).
