Tatarstan unites regions in FAS Russia training Center

On April 7, the annual seminar-meeting dedicated to the development of competition in the constituent entities of the Russian Federation started at the site of the FAS Russia Training and Methodological center in Kazan.

The event is traditionally attended by representatives of the authorized bodies for the promotion of competition of the subjects of the Russian Federation, the management and employees of the Federal Antimonopoly Service of Russia, guests. This year, representatives from 52 regions of Russia have applied to participate.

On the first day of the event, a number of round tables on the implementation of federal laws on antimonopoly compliance were held, where representatives of the FAS of Russia and guests made presentations on the topics and shared their experience with the participants.

On April 8, a plenary session, where participants shared best practices designed to help the leadership of the country's constituent entities implement a clear policy in the field of competition development, was held. The practice of the Republic of Tatarstan on the implementation of the Competition Development Standard is recognized as one of such tools.

First Deputy Minister of Economy of the Republic of Tatarstan Rustem Sibgatullin presented the best experience to the participants.

"The most important element that forms the basis of the functioning of the modern economy and ensures the progressive development of market relations is competition, understood in a broad sense as the process of legal struggle of economic entities that lead to changes in the conditions of circulation of goods in the relevant commodity market," Sibgatullin noted and also thanked the FAS of Russia for organizing the seminar.

R. Sibgatullin recalled that the republic began its journey to implement the Competition Development Standard in 2014 as one of the six pilot regions of Russia. As part of the implementation of the practice in Tatarstan, the following decisions were made:

- A Presidential commission of the Republic to promote the development of competition has been established;

- the regulations of all executive bodies of state authority involved in the development, corresponding amendments on priority of promoting the development of competition have been introduced and responsible officials have been appointed;

- antitrust compliance has been introduced in state and local government bodies.

However, the work on developing competition and restoring economic stability does not end there. Today, the most important task is to create new production facilities and jobs. Regions need to maintain the level of employment, infrastructure and business potential, so that right now employment does not fall critically, and entrepreneurs can quickly restore their teams, increase and normalize economic life in general.

 Sibgatullin focused in more details on the factor of economic development of the Republic of Tatarstan to expand the markets for local products. To implement this task, there is a Republican marketing Center, created by the Decree of the President of the Republic of Tatarstan R. N. Minnikhanov.

An integral element of the RMC is the "Exchange Platform" Aggregator, which is an ordered system of information that includes a purchasing module, accounting, analytical, information and other resources, registers of products produced and consumed in the observed markets of the Republic of Tatarstan.

The purchasing module of the RMC is a tool for the development of a fair competitive environment, which allows to quickly and safely purchase high-quality products through public auctions, and for small businesses to get access to state, municipal, as well as large, commercial purchases.

In 2020, in a difficult economic situation, more than 4.000 Tatarstan entrepreneurs signed contracts worth 99.1 billion rubles.

The successful experience of Tatarstan is replicated in other regions: the Republic of Dagestan, the Astrakhan Region, the Udmurt Republic, the Sakhalin Region, the Republic of Crimea, the Ulyanovsk Region, the Sverdlovsk Region, the Perm Region, the Rostov Region, and the Kemerovo Region.

Sibgatullin expressed his readiness to share his experience and inform those interested in detail about the work of the RMC resources. He also stressed that the meeting within the walls of the training center has already become a good tradition: "Today we are talking about competition, but today we are all one big team, a single whole. I hope that this meeting will allow the participants to exchange invaluable experience."
