Within the framework of the weekly meeting via video conference members of the working group discussed economic growth factors and legislative innovations on ensuring sustainable development of the economy of the Republic of Tatarstan.
The event was held under the chairmanship of the Deputy Minister of Economy of the Republic of Tatarstan O.Pelevina.
Before the transition to the agenda, they traditionally discussed legislative innovations. In particular, the decree of the Government of the Russian Federation No. 33 of January 23, 2021, according to which export duties on wheat, barley and corn will be adjusted in order to stabilize prices for these products in the domestic market. The decision applies to products exported from Russia outside the Customs Union. It will help to reduce the volume of exports, will allow to reorient market participants from the sale of agricultural raw materials abroad to the export of agricultural products with high added value.
Another decree of the Government of the Russian Federation, considered during the meeting of the working group, was document No. 25 of January 21, 2021, according to which subsidiaries of the military-industrial complex organizations will be able to receive loans at a reduced rate for the production of high-tech products for civil and dual-use purposes. The loans will be provided by the "VEB. Russian Federation" development corporation and other Russian banks. The adopted mechanism will provide the company with long-term financing and will help to fulfill the goals of the military-industrial complex to diversify production.
In addition, the Government of the Russian Federation plans to extend for 12 months the validity of a number of licenses and permits that expire this year. It is planned to automatically renew permits in 10 areas of activity: medical, pharmaceutical, educational, environmental, labor protection, and others. In general, the changes will cover more than 450 thousand permits, will reduce the costs of economic entities associated with the passage of licensing procedures, and minimize the number of contacts with government representatives.
The first issue directly on the agenda of the meeting was a series of speeches by the heads of municipalities at Saturday meetings with the President of the Republic of Tatarstan on achieving the forecast indicators for 2021. In preparation for the Saturday event, the deputy head of the Executive Committee of the Cheremshansky district made a report on problematic issues and proposals for their solution to the working group.
Another issue on the agenda was the reports of the sectoral ministries on the implementation of measures to ensure the development of the economy of the republic. Presentations were made by representatives of the Ministry of Industry and Trade, the Ministry of Construction, Architecture and Housing and Communal Services, the Ministry of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan. The speakers in their speeches reflected the ongoing and planned activities in the context of the identified factors for ensuring economic growth.
