Tatarstan’s experience on the creation of mandatory requirements register will be used as a basis in other regions implementation

Works on the creation of mandatory requirements register will pilot in Russia in the first quarter of 2021. It was communicated by the Minister of Economic Development Maxim Reshetnikov during “government hour” of the Council of Federation of the Federal Assembly of the Russian Federation.

 

Russian Ministry for Emergency situations, Federal Service for Employment and Labor Relations, RusAccreditation, Russian agency for Health and consumer rights, Ministry of Construction, Housing and Utilities of the Russian Federation will serve as “pilots”.

 

It was indicated that through integration with supervisory departments’ information systems register will allow to automatically compile control checklists therefore it will become possible to monitor which requirements are being violated the most, estimate the expenses to ensure their observance and link that to the risks.

 

The Head of the department explained that together with Russian Federation Ministry of Digitalization they are creating unified register of all forms of control in order to analyze the problematics of control and oversight activities. Taking into consideration positive experience of using the control unified register together with Prosecutor’s General Office of the Russian Federation, it will be expanded with new data. Information systems are to have latest data on monitored objects and their risk level and on control activities results.

 

Activities on mandatory requirements register creation are already under way in Moscow and the Republic of Tatarstan. Since 2016 Ministry of Economy of the Republic of Tatarstan carries the work on managing the mandatory requirements list imposed on legal entities and self-employed persons when 

carrying out monitoring and oversight activities.

The list is being constantly updated and is available on the Ministry of Economy of the Republic of Tatarstan website.

Thanks to that list entrepreneurs can find reliable and exhaustive information on which requirements may be imposed on them within any given control (monitoring) activities and which legal acts establish these requirements.

This measure is meant to eliminate requests for redundant documents from the entrepreneurs and allows for control activities’ clear process.
