More than 2 billion rubles are allocated for republican support programs

During the pandemic, the Ministry of Economy in the Republic of Tatarstan launched a package of measures aimed at supporting entrepreneurs not covered by federal programs. In addition, at the moment the republic is facing the task of restoring the economy at the expense of priority sectors, for which, starting from August 24, an additional package of support measures was launched, designed to stimulate and revive the region's economy.

On behalf of the President of the Republic of Tatarstan, financial support programs have been launched for entrepreneurs. This year, more than 2 billion rubles have already been allocated for their implementation - these are preferential microloans, guarantees, subsidies.

The measures are designed for the widest possible audience of entrepreneurs. The recipients of support can be organizations that are not covered by federal measures, entrepreneurs from the real sector of economy operating in the sectors of agriculture, forestry, manufacturing, construction, information and communications, as well as in other sectors of the economy. In addition, support can be received by residents and management companies of industrial parks, university graduates, export-oriented small and medium-sized businesses, as well as entrepreneurs who have loans in their portfolio for investment purposes.

Concessional financing remains one of the most demanded measures. As of today, business entities have received 466 microloans worth over 746 million rubles. At the moment, the following preferential microfinance products are operating in the republic: “One percent”, “Development”, “Reboot”, “Start”.

Under the program of subsidizing the interest rate of actually paid interest on loans to small and medium-sized enterprises for the period from April 1 to September 30, 2020 at the key rate set by the Central Bank of the Russian Federation, 82 entrepreneurs received subsidies in the amount of 43.5 million rubles, the total amount of credit support for which amounted to about 9 billion rubles.

Starting from October 1, the start of accepting applications for a new interest rate subsidy program aimed at restoring the economy of Tatarstan was announced. According to the program, entrepreneurs can count on reimbursement of interest paid on loans for the period from January 01, 2020 to November 30, 2020 with a maximum subsidy amount of 5 million rubles.

Other equally popular programs are measures aimed at maintaining employment in the SME sector, implemented by the Guarantee Fund of the Republic of Tatarstan. In this regard, the Fund helped 240 entrepreneurs in raising debt financing in the amount of more than 5.4 billion rubles, providing guarantees for 1.3 billion rubles. During the crisis, entrepreneurs from the affected industries are provided with a guarantee of the Guarantee Fund for the first 6 months without commission.

An important support for entrepreneurs was the possibility of restructuring previously received loans. The Guarantee Fund helped the business to restructure loans in the amount of 1.4 billion rubles, while retaining the guarantee in the structure of loan collateral.

Due to restrictive measures, business entities operating in the field of public catering were forced to sell products to end customers using delivery services. The Ministry of Economy has completed a program to subsidize 100% of costs associated with the payment of food and meal delivery aggregators. It is worth noting that the program had no analogues in the country, its implementation was aimed at maintaining efficiency and employment in the catering segment, which was among the first to feel the negative impact of the pandemic. Such major players of the e-commerce market as Yandex Food, Delivery Club, Ozone and Wildberries have joined the program. During implementation of the program, 154 subsidies were issued in the amount of 28.0 million rubles. Thanks to the support given to them, about 100 restaurants and cafes were able to continue their work.
