Self-employed citizens are beginning to play an increasingly important role in the economy. This year their number in the republic in relation to the last year indicator has grown by 30% and amounted to 88,070 people.

Along with increase in the number of self-employed, their gross total income also grows. Over the nine months of this year, it has grown almost 3 times, during the implementation of the project, the total income of the Tatarstan self-employed is about 11 billion rubles. In addition, this category of citizens is a reliable taxpayer. According to the Federal Tax Service of the Republic, the level of taxes paid by self-employed amounted to more than 98% of the 333 million rubles charged to them as tax collections.

At the same time, in connection with the active growth of this category of entrepreneurs, the question arises of the need to provide them with preferential financing. In Tatarstan, this issue is under control of a working group designed to ensure access of payers of professional income tax to preferential banking products. The group includes representatives of the Ministry of Economy of the Republic of Tatarstan and its subordinate structures - the Entrepreneurship Support Fund, the Guarantee Fund, as well as representatives of the Federal Tax Service and a number of credit organizations of the republic.

The actions of the working group allowed lenders to accelerate the development of special loan products for the self-employed and to raise awareness of these lending instruments. Currently, such banks as SME Bank, RosselkhozBank, Bank of Kazan have already developed and started to issue loans. As of the current moment, self-employed have received 4 soft loans.

Moreover, the Government of the country will continue to support this category of citizens. An important step in this direction was the approval by the Government Commission of the draft law of the Ministry of Finance of the Russian Federation, thanks to which young people under the age of 18, who first registered as self-employed after January 1, 2021, will be able to receive not only a tax deduction of 10,000 rubles, but also an additional tax capital in the amount of 1 minimum wage – 12,130 rubles. This measure will allow them at the initial stage of their activity to pay the tax on professional income, without attracting their own funds.

Currently Tatarstan self-employed can get information and consulting support in the “My Business” center and from the specialists of the Internet resource “Verified Business”. You can get advice on mechanism for paying insurance premiums, using the application and issuing checks for transactions, concluding an agreement with legal entities and individual entrepreneurs. In addition, seminars on doing business are held for self-employed residents of the republic, they have access to the republican exchange platform. Support for the self-employed is provided within the framework of the national project “Small and Medium Enterprises and Support for Individual Entrepreneurial Initiatives”.

Also, on June 8, 2020, a law was adopted at the federal level that provides self-employed people with access to state support measures and, in fact, equates them to entrepreneurs. Among them - the expansion of preferential financial instruments, an increase in training programs, the provision of marketing support.

These support measures will be available after adoption of the appropriate amendments to federal regulations in October this year. Implementation of the law and expanding access to support measures will create favorable conditions for the involvement of citizens in the legal business environment.
