The program "Improving productivity in enterprises of machine-building and petrochemical complexes of the Republic of Tatarstan for 2013-2016" adopted

Resolution of the Cabinet of Ministers of the Republic of Tatarstan from 13.02.2013 № 99 approved a long-term target program " Improving productivity in enterprises of machine-building and petrochemical complexes of the Republic of Tatarstan for 2013-2016 ". Development of the program was carried out in accordance with the instruction of the President RNMinnikhanov .

The main goal of the program is to ensure increased productivity and increase the number of jobs in high-performance engineering and petrochemicals. These sectors are the priority for the country and provide about 40% of the total volume of industrial production in Tatarstan.

As a result, the program will increase the productivity of labor in the engineering and petrochemical complex of the Republic of Tatarstan in the 1.7 and 2.0 times, respectively, by the end of 2016 in relation to that of 2011 .

The program will be implemented jointly by the Ministry of Economy of the Republic of Tatarstan , the Ministry of Industry and Trade of the Republic of Tatarstan, other ministries , agencies and organizations of the Republic of Tatarstan.

Feature of the development of this program is that in this process have been actively participating enterprises themselves . This helped to identify specific problems and work out the most effective tools to improve productivity .

Thus, at a number of experts , including international, was an express-diagnostics to assess the operational efficiency and competitiveness of the in-depth survey , the results of which management companies proposed a system of necessary actions to improve productivity .

In the course of diagnosis were identified two main reasons for the low productivity of labor:
1. The irrational organization of labor and production processes.
2 . Outdated equipment and inefficient technologies . Thus, the depreciation of fixed assets in the Republic of Tatarstan exceeds 44%.

The decision of the first issue focused activities to create conditions to encourage enterprises to increase productivity .

Thus, in the first year of the program includes measures to create a national center to improve productivity and specialized national internet site devoted to issues of performance. Also expected to subsidize projects to improve productivity in large enterprises of the republic.

As an application to the program prepared " Typical recommendations for the development of programs to improve the performance of the enterprise ," which is defined in the uniform list of Tatarstan adapted to companies' actions to improve productivity . As for the second problem, many companies simply not enough money to upgrade the industrial base, and attracting long-term credit is not possible due to their high cost .

February 14, 2013 signed an Agreement of Cooperation between the Government of the Republic of Tatarstan and JSC "Sberbank of Russia " in the program " Improving productivity in enterprises of machine-building and petrochemical complexes of the Republic of Tatarstan for 2013-2016 " as part of the Cooperation Agreement between the Republic of Tatarstan and the Open Joint Stock society "Sberbank of Russia " dated July 16, 2012 , providing for the possibility of attracting foreign (including banking ) funding in the following areas :
- The financing of projects in the framework of improving the productivity of labor in the Republic of Tatarstan;
- Financing the construction / reconstruction of the production infrastructure (energy , engineering , utility and transportation infrastructure);
- Financing the construction / renovation of real estate , industrial , office , warehouse and other buildings and structures;
- Financing the construction of the " tenements " - rental housing for employees of industrial enterprises, placed in a technopolis, science parks and industrial parks of the Republic of Tatarstan;
- The financing of projects of resident techno , industrial parks and industrial parks of the Republic of Tatarstan - small businesses in accordance with the Federal Law of July 24, 2007 № 209- FZ "On the development of small and medium-sized enterprises in the Russian Federation" of project funding by « Business project "in the amount of 200 million rubles. , up to 10 years and decreased to 10% of the amount of participation from own funds of residents of industrial parks .
