The Ministry of Economic Development of the Russian Federation has prepared a report on results of activities of special economic zones for 2019. Two special economic zones of Tatarstan are recognized as efficiently functioning. These are Innopolis and Alabuga.
The Ministry of Economic Development has identified three categories of efficiency of special economic zones: effective functioning (indicator above 80%), fairly efficient functioning (from 40% to 80%) and inefficient functioning (less than 40%). Evaluation of the effectiveness of functioning was carried out according to 25 absolute and relative quantitative indicators. The activities of residents, profitability of investing federal and regional budgets in creating infrastructure, activities of governing bodies and other parameters were taken into account.
In total, the activity of 26 special economic zones of four types was evaluated: 10 production-industrial type, 6 technical-innovative type, 9 tourist-recreational type and 1 port-type.
According to the results of the report, the special economic zones of Tatarstan - the SEZ of the industrial-production type “Alabuga” and the SEZ of the technological-innovative type “Innopolis” received the status of “effective functioning”. According to the consolidated calculated indicator, the Alabuga SEZ received 97% in 2019, and the Innopolis SEZ - 100%.
Today, the SEZ “Alabuga” is the most successful special economic zone in the Russian Federation. Alabuga is the leader both in the number of residents operating in the territory of the SEZ and in the amount of revenue received from their activities. So, as of April 1, 2020, 65 companies were registered in the territory of the SEZ Alabuga, including 33 operating resident enterprises, such as Kastamonu, HAYAT, Air Liquide, 3M, Rockwool, Armstrong, August, Transneft, Ford, etc. The total amount of investments declared by residents of the Alabuga SEZ is more than 200 billion rubles. The volume of disbursed investments by residents for the entire period of activity is 137.1 billion rubles. 7,820 jobs were created taking into account the management company. The volume of revenue from manufactured products for 2019 amounted to 82.6 billion rubles.
The special economic zone (SEZ) “Innopolis” is one of the 6 technological innovation zones of the country. As of May 2020, 97 companies received resident status, 18 - partner status in the Innopolis SEZ. Companies are developing their projects, creating over 3.4 thousand jobs. Residents include ICL group companies, New Cloud Technologies, Schneider Electric, Magnit IT Lab, IT X5 Technologies, Open Mobile Platform, partners include Acronis, Rostec, S7 TechLab, Tinkoff Bank, Alfa -bank, Yandex, Sberbank-Technologies, Gazprombank, RSHB-Intech and others. By December 2019, residents and partners of the Innopolis SEZ had invested 16.9 billion rubles, the revenue as of December 2019 was 14.5 billion rubles.
