Opportunities for development of Cheremshan SMEs were discussed during the balance committee

The balance committee of the Ministry of Economy of the Republic of Tatarstan visited the Cheremshanskiy municipal district. During the visit, a working meeting was held with representatives of the district administration. The Minister of Economy of the Republic of Tatarstan, Farid Abdulganiyev, visited small and medium enterprises and discussed problem points and plans for business development with entrepreneurs.

The oil industry accounts for 60% of the economy structure of the Cheremshanskiy district, 40% is accounted for by small and medium-sized businesses, self-employment activities, and agriculture. One of the promising industries here is beef cattle breeding - the volumes of output and the number of people employed in this industry are growing annually. Thus, according to the press service of the Ministry of Agriculture and Food Production of the Republic of Tatarstan, in 2019 the volume of meat production in the Cheremshanskiy district amounted to 1,508 tons, which is almost two times higher than in 2018. In addition, dairy cattle breeding, pig breeding and sheep breeding have a positive development dynamics in the district.

Firstly the delegation from the Ministry of Economy of the Republic of Tatarstan in the Cheremshanskiy district was met by businessman Aleksandr Makarov, who was developing two food business lines in the Ivashkino village at once: production of bread and meat products. The businessman opened a bakery recently - in May 2019, but in the summer the company reached the production volume of 400 loaves of bread per day. For meat production, Aleksandr Makarov, in fact, built a whole business chain within the region, which, in addition to it, includes suppliers of raw materials and points of sale. So, the entrepreneur buys meat for the production of semi-finished products at private farms, and sells finished meat semi-finished products through small regional stores.

In the Karamyshevo village, members of the balance committee of the Ministry of Economy of the Republic of Tatarstan met with participants in a cooperative that united three peasant farms. The enterprises are engaged in beef farming, the livestock totals 480 head of cattle, among which 413 cows of exclusively meat breeds: Herefords, black-and-white, Kazakh white-headed. In total, 16 people are employed in the cooperative: livestock breeders, machine operators, producers of the semi-finished product workshop.

As the Minister of Economy of the Republic of Tatarstan Farid Abdulganiнev noted, every day farmers face many tasks that are often quite difficult to solve alone. “The lack of a collateral base for small farms leads to poor technical equipment and small-scale production. Cooperation in the villages helps in part: for example, having united, the farmers from Karamashev in 2018 received grants worth more than 10 million rubles, purchased new agricultural equipment, and prepared the feed base”.

The cooperative also produces flour using the resources of its own small mill. Seven types of semi-finished products are prepared from raw materials for sale, including outside the district. The cooperative does not have its own slaughtering shop, therefore the enterprise uses the capacities of the Cheremshan cooperative located in the neighboring Lashmanka village. Last year, “Cheremshan” sold products worth 6.1 million rubles, 840 thousand of which accounted for raw materials of its own production.

The owner of the slaughterhouse, entrepreneur Alfrit Khayrislamov, in a conversation with the Minister of Economy of the Republic of Tatarstan, noted that he wanted to expand the enterprise and received a grant worth 5.5 million rubles to open a new direction - the sausage shop, in order to earn extra on the sale of finished products at retail: “Under the grant program, funding goes 40/60. You need 40% of your funds, but the farm always doesn’t have enough”.

“We receive similar requests when entrepreneurs lack funds to co-finance grant support through the Ministry of Agriculture. This problem can be solved through the Guarantee Fund of the Republic of Tatarstan, which is subordinate to the Ministry of Economy, which provides guarantees for attracting borrowed funds”, Farid Abdulganiyev said.

In total, 18 agricultural enterprises operate on the territory of the Cheremshanskiy municipal district. Among the large ones, we can distinguish Cheremshanskiy bakery-receiving enterprise OAO, Cheremshansky butter and cheese-making factory, Cheremshansky bakery. In addition, smaller manufacturers also enter these niches. Entrepreneur Albert Latypov, for example, opened a bakery in the village, but because of the constantly growing demand, he decided to equip a larger area for new workshops. To do this, he repaired the old building, which was empty in the village, thereby obtaining preferential lease terms. The opening of a new bakery is scheduled for May-June 2020. The Ministry of Economy of the Republic of Tatarstan will provide the entrepreneur with the necessary support measures for implementation of the project by the scheduled dates.

The experts of the balance committee also held round tables for representatives of the business community of the district on topics of self-employment, options for including SMEs in the electronic document management system, land surveying, etc.

The results of the events in the Cheremshanskiy district will be announced on February 15, 2020 at a republican meeting in a video conference mode with participation of the RT President Rustam Minnikhanov.
