High quality services, elimination of administrative barriers. The Ministry of Economy summed up the MFC work

Today the Ministry of Economy of the Republic with participation of the First Deputy Prime Minister of the Republic of Tatarstan, Rustam Nigmatullin, summed up the activities of Sate Budgetary Institution “Multifunctional center of state and municipal services in the Republic of Tatarstan” in 2018. The meeting was held by the Minister of Economy of Tatarstan Farid Abdulganiev. “The MFC team together with the Ministry of Economy is carrying out systematic work on the quality of MFC services, elimination of administrative barriers, comfortable conditions are being created, and new offices are opening”, said Nigmatullin.

Minister of Economy Farid Abdulganiev emphasized that the work done had a positive effect on the level of citizens' satisfaction with quality of public services provided in the MFC of the Republic of Tatarstan. Based on information from the federal system “Your Control”, the share of positive assessments significantly exceeds the planned value of the corresponding federal indicator (90%) - the actual value of the indicator was: 91.8% - in 2017; 97.07%. - in 2018.

Today, the Republic of Tatarstan has a wide network of MFC offices (“My Documents”), which operate in every municipal district and urban district of the Republic of Tatarstan, as well as in rural settlements of the Republic of Tatarstan with a population of over 1 thousand people”, said the Director of MFC in the Republic of Tatarstan, Lenara Muzafarova. The main task of the MFC is to provide the population with an opportunity in one place, according to the “one window” principle, to receive the most demanded services at minimal time, without applying to the authorities for them. For contacting the MFC, it is possible to pre-register through the Republican Service Portal, including the mobile application, for a convenient day and time.

Today, the MFC system has 57 offices and 292 remote windows in 281 rural settlements with a population of over 1 thousand people (the republic’s MFC network is the sixth in Russia by the number of windows created).

In 2018, 2 new MFC offices were opened in the city of Kazan, as well as a new office of the branch appeared in Chistopol, the premises of the branches were repaired in selected municipal districts of the Republic of Tatarstan.

Today in one such center you can get more than 150 types of the most popular services. These are the services of the federal authorities (Federal Service for State Registration, Cadastre and Cartography, the Tax Service, the Ministry of Internal Affairs (including the Migration Board), the Pension Fund, the Federal Property Management Agency, the Bailiff Service, the Labor Department, the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing, the Social Insurance Fund, the Ministry of Communications and Mass Communications, the Central Election Commission), services of Civil State Acts Registration authorities, Ministry of Labor of the Republic of Tatarstan and municipal services (about 60) (in the sphere of land and property relations, architecture, archives, etc.), services of Federal Corporation for Development of Small and Medium Enterprises, etc.

In all the MFCs, entrepreneurs can get advice on measures of state financial support, as well as apply for microloans from the Entrepreneurship Support Fund.

The list of services provided to citizens in the MFC is constantly expanding, as well as their demand is increasing. Thus, in 2015, 1.8 million services were provided in the MFC, 2.7 million services in 2016, 3.5 million services in 2017, and 3.8 million services in 2018.

In 2018, in order to improve the convenience of receiving services, the MFC also organized:

MFC single help desk (call center by phone 222-06-20), where you can contact on all questions 6 days a week;

SMS informing of applicants about the readiness of documents;

Off-premise services to applicants at their request, by the staff of the MFC (departure is for a fee, and for privileged categories of citizens - for free).

In 2018, the MFC introduced submission of documents as part of a comprehensive request for certain services, when the applicant submits one application for several services, which significantly reduces the time of admission.

The operation mode of the MFC offices is much wider than that of the authorities: all offices work without lunch break from Monday to Saturday inclusive (from 8 to 12 hours per day, up to 62 hours per week), the Sovetskiy office in Kazan (pr. Pobedy, 214) - seven days a week.
