On December 14, 2013 the second day of work of "Contract system in the goods, works, state purchases sphere and municipal needs providing services" interregional conference for the Volga federal district regions contunued in the International information center.
Representatives of all 14 regions of the Volga federal district, heads of authorized bodies on regulation of contract system, representatives of the authorized bodies on implementation of centralized purchasing and others took part in the Conference.
The deputy director general, the technical director of State Unitary Enterprise Agency by the State Order, Investment Activity and Interregional Communications of the Republic of Tatarstan Vladimir Aksenov took floor in second day of the Conference. He had a speech about "Ways to define the suppliers. Legal and documentary support of purchases implementation. Contract service". Dmitry Kravchenko the OFAS deputy head of in the Republic of Tatarstan had a speech on the subject "Administrative Responsibility in the Purchasing Activity Sphere".

On December 13 Tatarstan Prime Minister Ildar Khalikov took part in the conference of Volga Federal District “Contract system in the sphere of state and municipal services” at Volga academy of physical culture and sport.

Russian Deputy Minister of Economic Development Evgeny Elin informed that a new law on Federal contract system will be passed in a month and it will substitute current legislation about state and municipal purchases.

In connection with many changes stipulated by Federal contract system, experts of relevant state and municipal structures are discussing issues of the system functioning.

Deputy Presidential Envoy in Volga Federal District Galina Izotova noted that the decision to hold the conference was made because of urgent need to be prepared for working in new conditions.

On December 13 Tatarstan President Rustam Minnikhanov, Russian Minister of Finance Anton Siluanov, Deputy Head of Federal Tax Service Andrey Petrushin took part in a joint session of Tatarstan Ministry of Finance, Department of Federal Tax Service, and Department of Federal Treasury on results of consolidated budget performance of the Republic of Tatarstan in 2013.

The session was held at Korston hotel and broadcasted online on the Official Government website www.prav.tatarstan.ru.

Opening the event, Rustam Minnikhanov introduced participants of the session and thanked Anton Siluanov for attention paid to Tatarstan.

“Our economic achievements, successful holding of summer Universiade 2013 result from comprehensive work with federal authorities,” he said.

Since January 1, 2014 transition to formation of the budget of the Republic of Tatarstan in a section of state programs is provided. Considering that of October 16, 2013 No. 79-ZRT "About modification of the Budgetary code of the Republic of Tatarstan and separate acts of the Republic of Tatarstan" the concept "long-term target program", as well as legal grounds of their formation and realization are excluded by the Law of the Republic of Tatarstan from the Budgetary code of the Republic of Tatarstan, all existing and again developed target programs of the Republic of Tatarstan have to find reflection in the budget of the Republic of Tatarstan as independent state programs of the Republic of Tatarstan or as subprogrammes of state programs.

On December 11, 2013 " the ceremonial plenum dedicated to the 25th anniversary "Tatar Republican Organization of the All-Russian Society of Disabled " – "Society of disabled people of the Republic of Tatarstan" took place in the NCC "Kazan”
The chairman of Tatar Republican Society of disabled people Rifat Ganibayev, the First Deputy Minister of Economics of the Republic of Tatarstan Sariya Siraziyeva, the deputy minister of youth, sports and tourism of the Republic of Tatarstan Halil Shaykhutdinov, the Chairman of Committee of social policy of the State Council of the Republic of Tatarstan Svetlana Zakharova, the Commissioner for Human rights of the Republic of Tatarstan Sariya Saburskaya and others took part in the plenum.
Sariya Siraziyeva bestowed a grateful letter of Midkhat Shagiakhmetov the Minister of Economics of the Republic of Tatarstan to the chairman of Society of disabled people of the Republic of Tatarstan for a big contribution to social rehabilitation and integration into society of disabled people.

On December 12, 2013 the Ministry of transport of the Republic of Tatarstan and representatives of the Ministry of Economics of the Republic of Tatarstan, the Ministry of Finance of the Republic of Tatarstan, Federal tax’s agency department of Russia and Laish and Bugulma municipal areas executive committees held meeting of the balance commission under the chairmanship of Ayrat Usmanov the head of strategic development department of the Ministry of transport of the Republic of Tatarstan.
The Ministry of Economics of the Republic of Tatarstan was presented by Valentina Spirina the chief of the economy branches development.

The Minister of Economics of the Republic of Tatarstan Midkhat Shagiakhmetov, the deputy minister of economy Ayrat Shamsiyev and the chief of Presidential Experts Directorate of the Republic of Tatarstan Bulat Ismagilov visited the Zamoskvorechye Region MFC of the Central administrative district of Moscow in the fulfillment of the order of the President of the Republic of Tatarstan Rustam Minnikhanov and to study the experiment on organization of providing the state and municipal services by the "one window" principle in the multipurpose centers (MFC),
The Zamoskvorechensky area MFC started to work since September, 2011. The total cost of creation of MFC made 65 million rubles. Population of the area makes 55 thousand people. There are 30 windows to accept people in MFC. Capacity of MFc is aimed to accept 1000 people a day.

The Ministry of Communication and Media of the Russian Federation and the Ministry of Economic Development of the Russian Federation developed and presented the Concept of providing the state and municipal services in electronic form ways development to the Government of the Russian Federation.
The concept is directed on strategic targets achievement, to increase the level of citizens’ satisfaction. Directed to the representatives of small and medium business to use the state and municipal services.
The results of concept implementation must be the following: to increase the services availability for citizens and business, to simplify the procedure of state and citizens interaction, to decrease the corruption risks and to increase the efficiency of the budgetary expenses.
The actions provided by the concept of development of electronic government infrastructure are also determined by the "Information society (2011-2020)" state program of the Russian Federation.

Business support centre subordinated to the Ministry of Economics of the Republic of Tatarstan took part in the annual young businessmen forum, called "You are a businessman".
The federal level forum with support of Department of science, industrial policy and business of Moscow took place on December 10, 2013. The forum is rated as for beginners, as for successful businessmen. Three hundred fifty participants exchange their experience. There were representatives of business and the power, young businessmen, business projects’ authors and those who are going to start a business.

On December 11, 2013 JSC the Regional Center of Engineering in the Chemical Technologies Sphere held the meeting of Board of directors in the Ministry of Economics of the Republic of Tatarstan.
Opening meeting, the Minister of Economics of the Republic of Tatarstan Midkhat Shagiakhmetov noted the importance of the tasks facing the center of engineering in the chemical technologies sphere. He said that work has to be aimed to create of high-production workplaces, to increase the innovative production and to accumulate the intellectual property, fictitious assets. Midkhat Shagiakhmetov also suggested to consider about the expansion of Board of directors staff and include the JSC Tatneftekhiminvest-holding in and JSC Oil-field Chemistry Research Institute representatives in it.
