On March 3 at a session of Tatarstan Cabinet of Ministers Tatarstan Prime Minister Ildar Khalikov and heads of municipal regions (city districts) signed agreements on achieving planned results of assessment of activity of local self-government in 2014-2016.

Opening the session, Ildar Khalikov told about the necessity to form a unified monitoring system for assessing activity of ministries, departments and local governments. According to him, the system is aimed at reducing the inequality between territories and improving quality of life.

“Today we have signed agreements which are the important mechanism to achieve the set goals. The indicators, which local governments undertake to attain, are specified in the agreements,” Ildar Khalikov pointed out.

Tatarstan Prime Minister also reported that in 2013 the average performance level of target indicators by municipal regions made 75.7 per cent, which is 9.3 per cent more compared to 2012.

Ildar Khalikov said that performance results will be summed up every quarter. At the same time, he said that the number of indicators should be reduced and the regional leadership is looking forward to receiving appropriate proposals from municipal regions.

On March 1, 2014 from cross-country skiing competitions the fourth Sports contest of workers of offices of executive authorities of the Republic of Tatarstan and government bodies of the Republic of Tatarstan started. The Ministry of Economy of the Republic of Tatarstan became the bronze prize-winner of competition which took place on the sports Beacon base of of the Zelenodolsk. The command of the Cabinet of Ministers of the Republic of Tatarstan received the first place, team of the Ministry of Justice of the Republic of Tatarstan – silver prize-winners .

On February 28, 2014 within the Krasnoyarsk economic forum the round table "Monopolies under control took place? ", devoted to reduction of expenses and increase of efficiency of investment programs and projects of natural monopolies, and also an exchange of experience between regions in this sphere. As the moderator of a round table the deputy minister of economic development of the Russian Federation Sergey Belyakov acted. The Republic of Tatarstan on a round table the Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov and the deputy director general – the technical director presented State Unitary Enterprise Agency by the State Order, Investment Activity and Interregional Communications of the Republic of Tatarstan Vladimir Aksenov. Part in a round table was taken also by the Minister of the Russian Federation of questions "Open government" Mikhail Abyzov and the Deputy Prime Minister of Russia Arkady Dvorkovich.

On February 28, 2014 in Nizhnekamsk the Ministry of Economy of the Republic of Tatarstan together with the Ministry of informatization and communication of the Republic of Tatarstan organized training of staff of federal and municipal authorities of seven municipal areas of the republic (Aznakayevsky, High-mountain, Yelabuga, Zelenodolsky, Mamadyshsky, Mendeleevsky, Nizhnekamsk municipal areas) on work in a program complex (The automated information system of MPS), specially developed by the Ministry of informatization and communication of the Republic of Tatarstan for activity of the multipurpose centers of providing the state and municipal services (MPS). About 50 employees of authorities and MPS took part in action.

According to an order of the President of the Republic of Tatarstan Rustam Minnikhanov at meeting of Economic Council at the Cabinet of the Republic of Tatarstan of 20.02.2014 the Ministry of Agriculture and the food of the Republic of Tatarstan held on February 28, 2014 meeting of the balance commission on the enterprises which have allowed losses, decrease in profit and volume of shipped production. At meeting of the balance commission about 40 agricultural organizations, the reasons of deterioration of their financial and economic activity, and also the offer on increase of productivity of activity of data of the enterprises are considered.

The president of the Republic of Tatarstan Rustam Minnikhanov at meeting of Economic Council at the Cabinet of the Republic of Tatarstan of 20.02.2014 gave to the branch ministries the assignment on the balance commissions of the enterprise on which are observed decrease in output is given to consider, losses or decrease arrived, to establish the reasons of deterioration of financial and economic activity and to prepare offers on increase of productivity of activity of data of the enterprises. On February 26 and 27, 2014 meetings of the balance commission in the Ministry of the industry and trade of the Republic of Tatarstan are held. The enterprises of power, petrochemical and machine-building complexes are considered. Preparation of summary offers on increase of efficiency of activity of industrial sector is conducted.

The all-Russian public organization of small and average business "OPORA RUSSII" with support of the Ministry of Economic Development of the Russian Federation, the Ministry of Regional Development of the Russian Federation and Agency of strategic initiatives holds the All-Russian forum "The business territory – the life territory" following the results of 2013.
Action will take place on March 5, 2014 in Moscow and will unite about one thousand businessmen, and also representatives of federal, regional, municipal authority, business community and experts.

On February 27, 2014 the meeting on a question of realization of a procedure for granting of the state support in a type of the investment tax credit with participation of representatives of tax inspection, office "Tatarstan Bank" of JSC Sberbank of Russia, Gazprombank and JSC DANAFLEX took place.
Within meeting the question of providing performance of obligations on return of the investment tax credit and percent for using the investment tax credit, in particular the bank guarantee is considered.
The bank guarantee is provided by the bank included in the list of banks, meeting the established requirements for adoption of bank guarantees for the taxation. The list of such banks is published on the official website of the Ministry of Finance of the Russian Federation.

The Ministry of Economy of the Republic of Tatarstan prepared a monthly rating of social and economic development of municipal areas and the city districts of the Republic of Tatarstan for January, 2014. In the general rating for January, 2014 leading positions were taken by Kazan (1 place), Almetyevsk (the 2nd place) and Laishevsky (the 3rd place) areas.
For January, 2014 of the greatest change of a place in a rating Apastovsky (+7 positions) and Mamadyshsky (+6 positions) municipal areas achieved. These changes are caused by improvement of a number of indicators: decrease in level of the registered unemployment, increase in growth rates of total area of the houses put into operation. Meeting of heads of committees of Association of innovative regions of Russia was held today within the XI Krasnoyarsk economic forum by the President of the Republic of Tatarstan – the Chairman of the board of AIRR Rustam Minnikhanov.
The Deputy Prime Minister of Russia Arkady Dvorkovich, the deputy minister of finance of the Russian Federation Andrey Ivanov, the Governor of Krasnoyarsk Krai Lev Kuznetsov, the Minister of Economics of Tatarstan Midkhat Shagiakhmetov also took part in meeting.
Welcoming participants of meeting, Arkady Dvorkovich declared that activity of AIRR deserves to discuss its results and to speak about plans. According to the Deputy Prime Minister, success of innovations depends including from that, the best practicians how fast extend. "AIRR include leading regions, and you have to including to extend the practice to other regions", – Arkady Dvorkovich addressed to heads of regions – members of Association.
