Following the results of cabinet council of Ministers of the Republic of Tatarstan of March 3, 2014 on signing of agreements between the Cabinet of the Republic of Tatarstan and municipal areas (city districts) the Republic of Tatarstan about achievement of planned values of indicators for an assessment of efficiency of activity of local governments of municipalities of the Republic of Tatarstan, is placed results of implementation of agreements in a section of municipalities. It is possible to study information on implementation of agreements in the section "Territorial Development"

For ensuring consulting and methodical maintenance of introduction of contract system to the Republic of Tatarstan methodical recommendations (the short management) are prepared for the Federal law of 05.04.2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs". Methodical materials represent the short description of key provisions of the new legislation with emphasis on provisions which No. 94-FZ "About placement of orders for deliveries of goods were absent in earlier existing Federal law of 21.07.2005, performance of work, rendering services for the state and municipal needs" and are innovations of contract system (change of an order of purchases at the only supplier, need of carrying out examination, etc.).

For carrying out the analysis of the reasons of decrease in indicators of financial and economic activity of the enterprises of the Republic of Tatarstan and development of offers on their elimination by the branch ministries meetings of the balance commissions are held. In 2014 5 meetings of the balance commissions with participation of 20 enterprises of a petrochemical complex, 6 enterprises of a machine-building complex, 5 enterprises of a power complex, 37 agricultural enterprises, 1 organization of communication are held. Carrying out the balance commissions on consideration of the enterprises of transport, housing-and-municipal and construction complexes is planned.

Work on the analysis of the reasons of decrease in indicators of financial and economic activity of the enterprises of the Republic of Tatarstan and development of offers on their elimination is continued. So on March 5, 2014 in the Ministry of informatization and communication of the Republic of Tatarstan the next meeting of the balance commission on which financial and economic activity of JSC Tattelekom is considered following the results of 2013 and to expected values of indicators of 2014 took place. Meeting is held under the leadership of the First deputy minister of informatization and communication of the Republic of Tatarstan Yury Bagrov. Following the results of meeting the reasons of decrease in profit of the enterprise are defined and suggestions for improvement of financial results of JSC Tattelekom are developed.

The International Forum “Invest in Tatarstan” will be held on March 5-6 at the Kazan Ski Resort.

Speaking at today’s press-conference, Head of Tatarstan Investment Development Agency Linar Yakupov reported that participants of the forum represent 16 countries, including China, Great Britain, Italy, Qatar, UAE, USA, Singapore, Turkey, Switzerland, the Czech Republic and Germany. Moreover, representatives from 11 Russian regions will take part in the event.

To the point, “Invest in Tatarstan” is a PR campaign of investment opportunities available in Tatarstan and tool for attracting investors.

“We will discuss different issues facing investors as well as external and internal factors that prevent us from attracting investments. And, of course, we will talk about best practices and experience,” Linar Yakupov said.

A plenary session and round tables “Automotive localization”, “Health Care”, “Kazan Real Estate Market”, “Service Industry and BPO”, “Halal Industry” will be held within the framework of the forum.

The programme also includes business dinner with participation of Tatarstan Prime Minister Ildar Khalikov on the first day of the forum. A meeting of Tatarstan Investors Club with participation of Tatarstan President Rustam Minnikhanov and board session of Tatarstan Investment Development Agency on results of work in 2013 and tasks for 2014 will take place on the second day.

Subordinated to the Ministry of Economy of the Republic of Tatarstan the Center of support of export took part in Conference on a subject: "The state support of access on the markets of foreign countries of the enterprises of the Republic of Tatarstan" which took place on March 4, 2014. Representatives of office took part in Conference "Tatarstan Bank" of JSC Sberbank of Russia, the profile ministries and the departments of the Republic of Tatarstan which are responsible for support of export in the republic, representatives of the Russian Agency on insurance of the export credits and EKSAR investments, and also Tatarstan is export the focused enterprises.

On March 4, 2014 in the Ministry of Economy of the Republic of Tatarstan the seminar on training of the enterprises and the organizations of manufacturing industry of the republic to correct filling of a statistical form of federal statistical supervision No. 4 an innovation "Data on innovative activity of the organization" with participation of experts of Academy of national economy and public service took place at the President of the Russian Federation of Alexander Semenov and Mikhail Kozlov. Representatives of Territorial body of Federal State Statistics Service in the Republic of Tatarstan, and also 41 enterprises and the republic organizations in the field of mechanical engineering and petrochemistry, the construction industry and other industries participated in a seminar.

On March 5 Tatarstan Prime Minister Ildar Khalikov visited final exhibition of Regional youth forum 2014 at Kazan Tennis Academy.

46 best projects were divided in 8 categories: “youth science and innovations”, “Architecture and urban environment”, “I am a businessman”, “Initiative”, “Safety”, “Inspiration”, “Information flow”, “Start for future”.

Chief state inspector of traffic safety Rifkat Minnikhanov presented the projects in “Safety” category.

Ildar Khalikov was interested in Smart Parking project presented by students from IT lyceum. Smart Parking is a free application for smart phones for searching spare places at parking sites. Head of Tatarstan Government asked Minister of Information and Communication to work out the project.

Postgraduate students of Kazan State University of Architecture and Engineering presented long-lasting water-proof material for flat roofs made of self-consolidating concrete.

Students of Kazan Federal University presented the project “Best reward is kids smiles” that implies creation of special swings for all children, including wheelchair users.

Ildar Khalikov presented awards to winners of the contest, and wished young people to realize their ideas.

The Regional youth forum was held for the fourth time to provide conditions, discussion, assessment and promotion of socially important, innovative and public ideas and projects.

Young people aged 16-30, students of higher and secondary educational institutions, activists of children’s and youth public associations take part in the contest.

Since March 5, 2014 of State Budgetary Institution Business Incubator of the City of Naberezhnye Chelny begins the new project on training and consulting for residents. Basis of the project is the training organization by means of webinars – online seminars. Thanks to application of such technologies owners of small business will be able to get access to training, without leaving office, even being in a business trip or on holiday. Part in the project will be taken also by business incubators of the cities of Yelabuga and Chistopol. Subject of the first webinar – "Introduction in marketing". After a webinar listeners will receive videos of the webinar and a task for fixing in practice of the gained knowledge.

In the Ministry of Economy of the Republic of Tatarstan appeals of Department of an assessment of regulating influence of the Ministry of Economic Development of the Russian Federation with a request arrived to carry out an assessment of regulating influence concerning the draft of the federal law "About modification of some acts of the Russian Federation concerning obligatory social insurance" and to carry out expertize of the order of the Ministry of Transport of the Russian Federation of March 15, 2012 No. 62 "About the adoption of provision on certification of members of crews of sea vessels". According to an established order drafts of regulations are sent to the branch ministries for consideration regarding existence of provisions in them entering excess administrative and other restrictions and duties for subjects of business and other activity or promoting their introduction, and also the provisions promoting emergence of unreasonable expenses of subjects of business and other activity and budgets of all levels of the budgetary system of the Russian Federation.
