On September 11-12, 2014 in Samara the VIII Samara interregional economic forum "Cluster policy – a basis of innovative development of national economy" will take place. In the work of forum the President of the Republic of Tatarstan Rustam Minnikhanov, representatives of the Ministry of Economy of the Republic of Tatarstan and Non-profit partnership "Kamsky Innovative Territorial and Production Cluster" plan to take part. The forum represents an effective communication platform for representatives of the government, business and the public in questions of realization of cluster policy and cluster initiatives. Traditionally the forum is held under patronage of the Ministry of Economic Development of the Russian Federation.

On September 13, 2014 in the territory of Halal Industrial Park "Baltach" the National association of the "Halal" industry ("NASIH"), will carry out the Interregional Fair "Halal Baltach 2014". The producers of the Republic of Tatarstan, the Udmurt Republic, Mari-Al Republic, the Kirov region and other regions of the Russian Federation are invited to fair. In the program of the Interregional Fair "Halal Baltach 2014" are presentations of firms and goods, meetings with journalists, partners, representatives of a retail, fashion show, master classes, delivery of certificates, competition on the most tasty pilaf and many other things.

According to the Law of the Republic of Tatarstan of May 10, 2014 No. 30-ZRT "About modification of the Law of the Republic of Tatarstan "About local government" within introduction of procedure of the assessment of regulating influence (ARI) in a pilot mode at the municipal level Ministry of Economy of the Republic of Tatarstan  together with State Budgetary Institution The Center of Economic and Social Researches of the Republic of Tatarstan at the Cabinet of Ministers of the Republic of Tatarstan organized training of municipal employees which are responsible to organize and carry out an assessment of regulating influence of drafts of municipal regulations and examinations of existing municipal regulations.

On September 8, 2014 in St. Petersburg Federal Antimonopoly Service organized annual international event "Day of the competition in Russia". The program of "Day of the competition in Russia" included a number of actions with participation of representatives of regional authorities, business community, the international organizations and integration associations, heads of competitive departments of the different countries of the world and the participating states of the CIS, and also representatives of central office and territorial administrations of Federal Antimonopoly Service. In total more than 200 participants took part in action.

The Expert RA rating agency appropriated to non-profit organization "Guarantee Fund of the Republic of Tatarstan" a rating of reliability of a guarantee covering of A+ "Very high level". According to the conclusion of Expert RA rating agency, the forecast on reliability rating is "positive". It means that in short-term prospect the Guarantee fund of the Republic of Tatarstan will provide timely implementation of all obligations under guarantees with high probability. In medium-term prospect the probability of performance of obligations according to guarantees is high in the conditions of stability economic situation.

On September 5, at the Tatspirtprom branch “Usadsky Distillery”, Tatarstan Prime Minister Ildar Khalikov held a board session of OAO "Tatspirtprom". The main issues on the agenda were results of financial and economic activity of OAO «Tatspirtprom" for the first half of 2014 and implementation of investment projects.

Company’s Financial Director Kayumova A.S. made a keynote report at the session.

In particular, Tatspirtprom produced 3504 thousand decalitres of alcohol for the first half of 2014, while total sales of alcoholic beverages by Tatspirtprom branches and OOO "Alkotorg" amounted to 3089 thousand deciliters.

Tatspirtprom distilleries produced 861,000 decalitres of rectified alcohol.

The amount of taxes and charges transferred to all budgets by OAO “Tatspirtprom” made 8.36 billion roubles, which is 16 per cent higher as compared to the same period last year.

In particular, 2.8 billion roubles entered the consolidated budget.

Within development of the "Strategy of Social and Economic Development of the Republic of Tatarstan till 2030" project the assessment of a course of performance and intermediate results of implementation of the Program of social and economic development of the Republic of Tatarstan for 2011-2015 is carrying out. For this purpose on September 3-5, 2014  expert of Russian Presidential Academy of National Economy and Public Administration Fedor Alexandrov visited Kazan for carrying out a series of interview.

The Russian Prime Minister Dmitry Medvedev approved a complex of actions for increase of investment appeal of the monotowns, prepared by the Ministry of Economic Development of the Russian Federation in pursuance of orders of the President of the Russian Federation which he sounded to Federal Assembly on December 27, 2013.

Creation of the specialized organization – fund of development of monotowns which will carry out a role of design office on implementation of investment projects in monotowns is supposed.

For financing of actions for support of monotowns from the federal budget in 2014 it will be allocated 3 billion rubles, in 2015 - 2017 –  32 billion rubles.

The list of monoprofile municipalities included 6 monotowns of Tatarstan (Zelenodolsk, Kamsky Polyany, Yelabuga, Naberezhnye Chelny, Mendeleevsk, Nizhnekamsk).

Autonomous Non-Commercial Organization Agency of Strategic Initiatives on Promotion of New Projects published the next bulletin "Marathon. Standard introduction in subjects of the Russian Federation" for the purpose of granting operational information about a course of introduction of the Regional investment standard in subjects of the Russian Federation.


Thus in 48 regions sections of the Standard of activity of executive authorities of the subject of the Russian Federation on ensuring favorable investment climate in the region are completely realized and minimum necessary conditions for attraction of investments and work with investors are created. In 11 regions from 12 to 14 provisions of the Standard are introduced.

Within implementation of the Standard of development of the competition in the Republic of Tatarstan the Ministry of Economy of the Republic of Tatarstan conducts survey concerning quality of the competitive environment in the Republic of Tatarstan. The standard of development of the competition in regions of the Russian Federation is directed on formation of transparent system of work of regional authorities regarding realization of productive and effective measures for development of the competition in interests of the end user of goods and services, subjects of business activity, citizens of the Russian Federation and society in general. Standard of Development of the Competition in 2014 has to be introduced by an order of the First Deputy Prime Minister of the Russian Federation Igor Shuvalo of 02.04.2014 the No. ISh-P13-2189 v in six pilot regions, including the Republic of Tatarstan.
