On February 5, during his working trip to Dagestan, Tatarstan President Rustam Minnikhanov visited the Tuybe Industrial Park located in Kumtorkalinsky district.

With the total area of more than 194 hectares, the industrial site was set up in 2015. The infrastructure includes all necessary engineering networks and a developed logistics system. Potential investors are offered preferential tax conditions.

Currently, there are 10 residents in the park. Minnikhanov got acquainted with the work of two main enterprises such as the Caspian Flat Glass Plant and the Marabi Ceramic Tile Factory.

The Caspian plant is an anchor resident of the Tyube industrial park. Being the largest plant in its segment in the south of Russia, the company produces 600 tonnes of high-quality flat polished glass daily. Products are widely used in the construction industry for outdoor glazing. Due to high quality and optical properties the glass is used for the industrial production of mirrors and automotive glasses.

According to the company's management, the work to implement the second phase of the project - the production of tinted and energy-saving glass has started.

The total revenue of the company amounted to almost 3.7 billion rubles in 2017. The factory employs 410 people.

At the Marabi plant, Minnikhanov looked around the lines for the production of floor tiles and ceramic granite with a design capacity of more than 2 million square meters per year. The project with the total value of 1.8 billion rubles is implemented with the participation of Italian investors. In 2017, the plant’s revenue amounted to 130 million rubles, tax deductions made 15.5 million rubles. A total of 135 jobs were created.

The representative of the company told Minnikhanov that in 2018 the Marabi plans to increase the volume of products due to the launch of the second production line.

At the end of his visit, Minnikhanov was shown samples of ceramic tiles. Tatarstan President noted the high quality of the products and expressed confidence that they will also be in good demand in Tatarstan.

On February 2, speaking in the Government House of the republic, at the extended meeting with enterprises and organizations of the Volga Federal District, supervised institutions of Federal Environmental, Industrial and Nuclear Supervision Service (Rostekhnadzor), held by the Head of Rostekhnadzor Aleksey Aleshin, Tatarstan President Rustam Minnikhanov said that issues of ensuring control and supervision in the field of industrial, energy and environmental security will always remain pressing and priority, because the highest concentration of  hazardous production facilities among the regions of the Volga Federal District  is in Tatarstan.

The representatives of all regions of the Volga Federal District and the municipal regions of Tatarstan took part in the meeting via video linkup.

Welcoming the participants of the meeting, Minnikhanov emphasized that the Republic of Tatarstan  is the region with significant annual investment in fixed assets and high growth rate of industrial and civil construction.

He also reminded that two new production facilities were launched with participation of Russian President Vladimir Putin at the TANECO Oil Refining Complex project at the end of January 2018. Also, construction of other facilities, some of which will be launched in the first quarter of the current year, is underway.

“Despite the difficult economic situation, the republic has managed to maintain momentum on the main macroeconomic indicators. Thus, gross regional product has achieved amount of two trillion 115 billion roubles. The industrial output has amounted to two trillion 254 billion roubles. At the national level, our region ranks fourth in investment in fixed assets, fifth in industrial production and in housing construction,” Minnikhanov informed.

Osman Khasbulatov, Head of the Multifunctional Center of the Republic of Dagestan, conducted a tour for honored guests around the facility. During the visit, it was mentioned that the Multifunctional Center features an extensive network of branches consisting of 57 centers and over 435 remote offices in cities and regions of the republic. Thus, 98% of the population have access to "one stop shop" services.

It should be reminded that the delegation of the Republic of Tatarstan headed by the Head of the Republic Rustam Minnihanov and the Minister of Economy of the Republic of Tatarstan Artyom Zdunov arrived in Dagestan yesterday. As part of the visit, the delegation will gain insight into the operation of a number of industrial and processing enterprises of the republic, and also will sign a number of agreements on trading, economic, scientific, technical and cultural cooperation between two regions.

The draft federal law "On amending the Federal law "On protection of rights of legal entities and individual entrepreneurs in the implementation of the state control (supervision) and municipal control" and article 19 of the Federal law "On licensing certain types of activities" was prepared by the Ministry of Economic Development of Russia within the framework of activities of the priority program "Reform of control and supervisory activities" and is aimed at improving the procedure of state control (supervision) and municipal control.

In order to improve the legal regulation of licensing supervision, the project suggests to establish a rule that the procedure for organization and implementation of licensing supervision is established by a provision on licensing of a particular type of activity.

In order to establish guarantees of the rights of subjects under control during planned surveys, it is proposed to establish a rule that a control measure can not be conducted with respect to a specific legal entity, individual entrepreneur and shouldn't substitute an inspection.

On February 3, at their meeting in the Government House of the republic, Tatarstan President Rustam Minnikhanov and representatives of the Kohler Company (the USA) discussed the possibility of implementing a project for the production of sanitary ceramic products for bathrooms and kitchens in the Alabuga Special Economic Zone.

It was noted at the meeting that founded by an Austrian immigrant John Michael Kohler in the US state of Wisconsin in 1873 the company is one of the world's top ten manufacturers of sanitary products.

Minnikhanov noted that Tatarstan is ready to provide overall support to the Kohler company to implement the project.

Tatarstan President also reminded that the republic as one of the developed regions of Russia has a successful experience of cooperation with companies from Europe, the United States and other countries.

In particular, he said that he has paid several working visits to the USA.

We are interested in attracting American capital to the economy of the region and will be happy to expand mutually beneficial relations, Minnikhanov said, addressing representatives of the company.

Minister of Industry and Trade of the republic Albert Karimov, Head of Tatarstan Investment Development Agency Taliya Minullina, Director General of Alabuga Special Economic Zone TImur Shagivaleev and other officials took part in the meeting.

Entrepreneurs can take out a loan at preferential rate from the following banks: VTB Bank, Sberbank, 'Rosselkhozbank', 'Bank Accept', 'Alfa-bank', Commercial Bank 'Assotsiatsiya', 'Levoberezhny' Bank, 'Bank Inteza', 'Zapsibkombank', MSP Bank, Social Commercial Bank of Primorye 'Primsotsbank', 'RosEuroBank', 'Bank 'Saint-Petersburg', Russian National Commercial Bank, TransCapitalBank.

They will be provided with subsidies from the federal budget for reimbursement of lost income on loans issued to small and medium-sized businesses for projects in priority sectors at preferential rate.

Loans will be issued for projects in priority sectors.

Entrepreneurs implementing projects in single-industry towns and regions of the Far Eastern Federal District can participate in the program on special terms.
 

The draft law on clarification of procedure for informing about the start of managing an apartment building was submitted to the State Duma of the Russian Federation. According to the bill, prepared by the Ministry of Construction of Russia, the Article No. 20 of the Housing Code of the Russian Federation is to be amended.

The aim of the bill is to exclude management organizations from the list of entities, obliged to inform about the start of managing an apartment building, since they are subject to licensing control. Thus, homeowners associations, housing and other specialized consumer cooperatives will be obliged to inform about the beginning of activities.

Adoption of the bill is aimed at improving the state housing supervision.

The bill was previously reviewed and approved at the meeting of the Government of the Russian Federation on January 25, 2018.

The Ministry of Economics of the Republic of Tatarstan has prepared the monthly rating of social and economic development of municipal districts and city districts of the Republic of Tatarstan for January-December, 2017.

In the general rating for January-December, 2017 the leading positions were taken Kazan (1 place), Almetyevsk (the 2nd place) and Nizhnekamsk (the 3rd place) by municipal districts.

For January-December, 2017 the greatest change of the place in rating Tetyushsky and Chistopolsky (on +9 positions), Aksubayevsky and Fish and Suburban (on +7 positions) have reached municipal districts. These changes are caused by increase in total area of the houses put into operation, gross output of agriculture and decrease in level of the registered unemployment, etc.

On February 1, at their meeting in the Government House of the republic, Tatarstan President Rustam Minnikhanov and Director General of German company “RMA Rus” Thomas Egon Plokher discussed issues of the current industrial activity and prospects for further development of the company.

Aide to Tatarstan President Albert Nafigin, Minister of Economy of the republic Artem Zdunov, Tatarstan Minister of Construction, Architecture, Housing and Utilities Irek Faizullin and other officials took part in the meeting.

RMA Rus Factory has been manufacturing ball valves for pipelines at the Alabuga Special Ecomonic Zone since 2014.
