The Ministry of Economic Affairs of the Republic of Tatarstan received a letter of request from the Department of Assessment of regulatory impact of the Ministry of Economic Development Russia on conduction of public consultations on the Decree of the Government of the Russian Federation "On amendment of certain acts of Government of the Russian Federation in terms of activities in the field of management of apartment complexes and storage and maintenance of common property of owners of premises in apartment complexes (hereinafter the "Project").

Representatives of business associations are invited to revise this draft at the web-site of the Ministry of economy of the Republic of Tatarstan.

Directions of interaction between the state and businesses were discussed at a regular congress of the Russian Union of Industrialists and Entrepreneurs with the participation of the President of the Russian Federation Vladimir Putin on February 9. The issues of control and supervision activities became one of the relevant topics for discussion.

As it was stated at the event the main focus in 2018 will be made on the informatization of control and supervision activities. According to the curator of the state control reform, the Minister of the Russian Federation for the Open Government Mikhail Abyzov, the interaction between controllers and entrepreneurs shall become absolutely digital. In 5 years all supervisory authorities shall interact with business through a "Single Window".

On the eve, on February 12, on the meeting of the working group for preparation of the Federal draft law of state control (supervision), municipal control for consideration by the State Duma, this draft law was reviewed and supported by deputies considering a range of remarks.

According to the head of the working group, Chairman of the Duma Committee for control and regulation, Olga Sevastyanova, re. a draft law version under consideration 92 conclusions from constituent entities of the Russian Federation were received; considering them and based on provided conclusions 6 Committees of the State Duma supported conceptually the adoption of the draft law on the 1st reading with remarks. Following the discussion, a conclusion will be prepared, against which the draft law will be reviewed on the meeting of the Committee for control and regulation already on February 19 this year. The project is planned for consideration on spring sessions of the State Duma.

The State Duma of the Russian Federation has adopted in the third reading a draft law on entitlement of multifunctional center to accept funds from applicants as payments for provided state and municipal services and other payments. According to the draft law, respective provisions are suggested for inclusion to the article 16 of the Federal Law dated July 27, 2010 No. 210-FZ "On Organization of Provision of State and Municipal Services".

This draft law adoption will enable to improve administering the income of budgetary system and will have a positive impact on income section of the budgets of all levels.

Today Rustem Sibgatullin, First Deputy Minister of Economy of the Republic of Tatarstan, Director of the Department of Entrepreneurship and Competition Development, in the form of a "round table" met with representatives of small and medium-sized business of Aktanysh Municipal Region in the village of Aktanysh. The meeting was held by Engel Fattakhov, Head of Executive Comittee of Aktanysh Municipal Region. Along with discussion of urgent issues of economic development of the region, urgent issues of small and medium-sized entities were analyzed at the meeting.

A meeting on specific issues of municipal control was conducted via video conference with the municipal regions and city districts of the republic on February 8.

It should be reminded that since 2016 the Russian Federation is running a comprehensive reform of control and supervision activities; legislation is constantly updated with regard to improving the procedures and reducing the requirements.

Transition to the interdepartmental cooperation of the bodies of municipal control and consolidation of respective changes in the administrative procedures for performing municipal control, as well as introduction of a form of federal statistical supervision 1-control in the "Management" SAIS (State Automated Information System) were discussed at the video conference.
