The Ministry of Economic Development of Russia took the initiative not to penalize the large business, if a major enterprise commits a violation for the first time Instead; it is suggested to give a warning to such enterprises.
We remind that this rule now applies only to small and medium-sized companies. Previously, if the control-supervisory authorities identified a violation, committed for the first time by small or medium-sized businesses, they could choose: to fine the entrepreneur immediately or to issue a warning. Most often, the supervisors opted for fiscal sanctions. However, in July of the last year, the amendments to the Code of Administrative Offences of the Russian Federation came into force, according to which an entrepreneur received a warning in case of a violation committed for the first time. The fine is disposed if the situation has not improved.
This proposal is currently being considered in other departments by the Ministry of Economic Development of Russia, after which it will be discussed at the dedicated sub-commission in the Government of the Russian Federation. As a result of the Ministry of Economic Development of Russia will begin drafting the relevant bill.
The innovation will allow to reduce the burden on the business, in which activities the flaws were identified which cause no harm, as well as to reduce corruption risks.
