Action Plan to systematize non-tax payments and to create a single list of non-tax payments, the adoption in law of uniform Rules for the establishment, calculation and collection of such payments, as well as the efficiency of their administration, was approved on August 9, 2017 by the first Deputy Prime Minister of the Russian Federation - Igor Shuvalov. This document was prepared by the Ministry of Finance of Russia and the Ministry of Economic Development of Russia to update and supplement the Plan to systematize and form a single list of non-tax payments, approved on October 28, 2016.
In particular, the innovations include:
-drafting of a federal law with general requirements for the Order of calculation (the bill is currently being drafted and is in the process of Regulatory Impact Assessment (RIA));
- size and timing of the introduction of non-tax payments;
-establishment of rules for the maintenance of a register of mandatory payments, including the development of guidance on the maintenance of a register of relevant payments established by the legislation of the constituent entities of the Russian Federation.
In addition, it is planned to develop general requirements for the determination of the limit on payments and to establish the relevant lists.
The implementation of activities will ensure that the non-taxing business burden is not increased, that the common principles of establishing and collecting non-tax payments of business entities are consolidated, systematized and harmonized. In general, the document aims to improve the business and investment climate in Russia.
