The introduction of the Standard of competition development in Tatarstan allowed saving more than 62 million rubles during procurements
A complex of measures for optimization of procurement procedures for state, municipal and regulated customers has been st up to promote competition in the Republic of Tatarstan.
For example, the savings in procurements at the target indicator 6% actually amounted to 15,9%, related to the action "Creation and implementation of the trade platform by type of the electronic exchange for the purposes of conducting competitive procurements during implementation of state republican programs, purchases of small scopes by state and municipal customers". The monetary equivalent of the saved funds amounted to over 62.5 million rubles.
In addition, the Ministry of Economy of the Republic of Tatarstan ensures access for SME subjects to the system of state procurements and procurements of the biggest enterprises with the help of the Information Portal for the Small and Medium Entrepreneurship - smb.tattis.ru (hereinafter - Portal SME) for the action "Development of the system of monitoring the participation of SME subjects in state and municipal procurements, as well in the procurements of other regulated customers with the purpose of getting the actual information on participating of SME subjects in procurements" for the purposes of improving procurements competitiveness, as well as SME development in the Republic of Tatarstan.
The Portal SME provides a free, up-to-date and reliable information on the needs of state, municipal, corporate customers in goods (work, services), as well as the data from corporate e-commerce sites (38 resources).
The functions of the Portal SME envisage publishing the customer needs publicly available, as well as automatic sending the information about them to potential vendors.
A registered user makes a subscription request, indicating which products and for which regions he or she is interested in. For example, the request might be as follows: You need to subscribe to supply of cardboard for the following regions: The Republic of Tatarstan, the Republic of Chuvashia. The operator processes requests and generates the distribution. As soon as there are notifications meeting the requirements of the request, they are sent to the user's e-mail and web-based cabinet.
The use of this resource saves the cost of maintaining staff in the procurement area, the time to search for procurement interest and the need to obtain information on the needs of the products produced throughout Russia.
In 2016, the users of the Portal SME concluded contracts totalling to 31.3 billion rubles, of which more than 50% (17.2 billion rubles) are the SME subjects of the Republic. There are 8.5 thousand residents registered and the total number of subscriptions amounted to 43.5 thousand.
It should be noted that the increase in the number of users of this resource proves the increased competition, which ultimately makes the supplier to reduce the price and improve the quality of the manufactured products.

Thus, the share of purchases from SME subjects in the total annual valuation scope of procurements was 46.9 per cent, instead of the planned 20 per cent.

By the order of the Cabinet of Ministers of the Republic of Tatarstan, of 06.05.2014 No. 799-R, the ministry is defined by the authorized body of the executive branch of the Republic of Tatarstan to promote competition.
The fundamental tasks of the Ministry in the area of promoting competition in the Republic of Tatarstan are:
- Realization of the potential for market development at the regional and municipal levels and the growth points of the economy;
- Improving the quality of consumer choice;
- Creating conditions for healthy and fair competition;
- Reduction of administrative barriers and pressure from the part of dominant market players;
- Stimulation of innovation and the reduction of the state sector in the economy.
The standard has been developed for the following purposes:
- To establish a systemic and uniform approach to the implementation of the activities of the executive authorities of the constituent entities of the Russian Federation, local government bodies and territorial bodies of the Federal executive branch in order to create, in a regional context, the conditions for the promotion of competition between economic agents in the economic sectors;
- To promote a transparent system of work of the executive authorities of the constituent entities of the Russian Federation in the implementation of efficient and effective measures to promote competition for consumers of goods, works and services, including business, citizens and society;
- Identification of the potential for the development of the economy of the Russian Federation, including scientific, technological and human potential;
- To create incentives and promote conditions for the development, support and protection of small and medium-sized enterprises, as well as to help in removing administrative barriers.
