The applicants will be able to submit a single application to the Multifunctional Centers of State and Municipal Services (MFC) for several services

The relative draft federal law "On amending the Federal Law "On arrangement of provision of state and municipal services" was prepared by the Ministry of Economic Development of Russia in fulfillment of the actions plan for further development of the system of rendering state and municipal services according to the principle of a single window in multifunctional centers of provision of state and municipal services for 2016–2018.  

Currently, if the applicant needs to obtain several state and/or municipal services or the services, required or mandatory for provision of state and municipal services, he has to write a separate application for each service and to follow the result of each service in MFC, which does not fully complies to the "single -window" principle.

The bill suggests that the applicant can appeal to MFC with one complex request for several public and/or municipal services and/or services that are necessary and mandatory.

It is proposed, however, to endow MFC with the right to form on behalf of the applicant a set of necessary documents and to perform all necessary actions to provide each of the services acording to the complex request. MFC will carry out the interaction with the authorities providing state and municipal services without participation of the applicant.

It is proposed to assign to the Government of Russia the authority to approve a list of public services provided by the federal executive and the state-funded bodies on the basis of a comprehensive request.

The adoption of the bill will allow to realize one of the basic principles of a single window, whereby comprehensive request services will be provided on a one-time basis by the request of an applicant. This will increase the number of the most sought-after and socially meaningful services on the basis of MFC, help to reduce the financial and temporal costs of citizens and reduce corruption risks.

The bill was considered and approved during the meeting of the Government of the Russian Federation on June 29, 2017, and submitted to the State Duma of the Russian Federation on July 5, 2017. The draft federal law is available by reference to:
