The Commission of the Government of the Russian Federation on legislative activities has approved a draft federal law "On introduction of changes into the Federal Law "On arrangement of provision of state and municipal services", which is related to improving the procedure of payment for state and municipal services.
Currently, payments for state and municipal services are received by branches of banks, cashpoints and payment terminals, including those installed Multifunctional Centers of State and Municipal Services (MFC). At the same time, in some localities, especially in underpopulated settlements, it is not economically reasonable to open offices or to install cashpoints of credit institutions.
The bill envisages to grant MFC with powers to receive money from applicants in the payment of fees for provision of state and municipal services and payment of other payments in cases provided for by federal laws. This will enable individuals and organizations to pay for state and municipal services directly through MFC, and will help to solve problems related to the territorial remoteness of credit organizations from MFC and to improve the administration of budget system revenues.
The bill has been introduced by the Ministry of Finance of Russia as part of the work to improve the administration of budget system revenues and to improve the efficiency of working with accounts receivable on incomes and will be considered at a meeting of the Government.
