The Ministry of Economic Development and Trade analyzed the results of control and supervision activities in 2016
The consolidated report "On the implementation of state control (supervision), municipal control in relevant areas of activity and the effectiveness of such control (supervision) in the Russian Federation in 2016" was prepared in pursuance of Federal Law No. 294-FZ "On the Protection of the Rights of Legal Entities and Individuals Entrepreneurs in the exercise of state control (supervision) and municipal control". It was based on data submitted by state and municipal control through the State Automated System "Management". The consolidated report has now been submitted to the Government of the Russian Federation and will be posted on the official website of the Ministry of Economic Development of the Russian Federation.
According to the report, in 2016 the total number of inspections of legal entities and individual entrepreneurs conducted by authorized bodies amounted to 1.68 million. At the same time, more than 78% of the total number of inspections in the implementation of federal state control (supervision) were conducted by five federal executive bodies: the Ministry of Emergency Situations of Russia, Rospotrebnadzor, the Federal Tax Service of Russia, Rostekhnadzor and Rostrud.
Despite the large number of control and supervisory activities carried out, since 2014 there has been a tendency to reduce inspections. Thus, in 2016, 22% of inspections were conducted less than in 2015 and 26% less than in 2014. Particularly significant was the reduction in the number of planned inspections from 887 thousand in 2015 to 602 thousand in 2016, and this is due to a change in legislation aimed at reducing administrative barriers. In particular, in 2016 were introduced "supervisory holidays" in respect of small and medium-sized businesses.
In the Republic of Tatarstan, the authorized body responsible for the formation of annual summary reports on the implementation of state control (supervision), municipal control and the posting of reports to SAS "Management" is the Ministry of Economy of the Republic of Tatarstan.
