The first regional leasing company in the Russian Federation will begin its work in the Republic of Tatarstan

The Board of Directors of the Federal Corporation for Small and Medium Enterprise Development (SME Corporation) has decided to recognize the Republic of Tatarstan as the winner of the out-of-competition selection of the constituent entities of the Russian Federation for the right to establish a regional leasing company as part of the scheme for concessional leasingof the equipment.

The regional leasing company of the Republic of Tatarstan will be established in the form of a joint stock company with a stock capital of 2 billion rubles, which will be formed by a contribution from the SME Corporation in the amount of 1.5 billion rubles and the Republic of Tatarstan in the amount of 500 million rubles.

The individual and small enterprises of the Republic, which are in need of purchasing the industrial equipment, processing and storage equipment for agricultural products and other high-tech equipment for leasing, will be the participants of the leasing program. The maximum final rate for the leasing of the imported equipment will amount to 8 % per annum, of domestic production - 6% per annum, the advance payment - from 15%, the term of the lease agreement - up to 60 months. The first leasing deals are scheduled for September 2017.

The Minister of Economy of the Republic of Tatarstan Artem Zdunov noted: More than 200 enterprises of individual and small businesses already in 2017 will be able to use the services of regional leasing company, enabling these enterprises to participate actively in the procurements of large customers and to qualify for entering the number of suppliers for large corporations, which market is estimated to be over 2 trillion rubles in 2017."

The program of  concessionary leasing of the equipment of the SME Corporation is implemented in accordance with the passport of priority project "Small business and support for individual entrepreneurial initiative", approved by the Presidium of the Council under the President of the Russian Federation for Strategic Development and Priority Projects, and provides for the establishment of a network of 8 regional leasing companies (2 companies in 2017, 6 companies in 2018). The activities of the emerging leasing companies will be primarily aimed at ensuring the access of individual and small business entities to procurements of the largest customers determined by the Government of the Russian Federation.
