The authorities will monitor the accessibility of social welfare facilities to persons with disabilities

The President of the Russian Federation - Vladimir Putin signed the relevant Federal Law “On amending the Federal Act “On social protection of persons with disabilities in the Russian Federation on June 7, 2017.”

The indicated Federal Law provides for the assignment of functions of state control (supervision) over providing the accessibility of social, engineering and transport infrastructures and services to the disabled persons, to the authorized federal executive authorities and to the executive authorities of the constituent entities of the Russian Federation.

In addition, the document provides that the organization of the Federal Control (supervision) will be approved by the Government of the Russian Federation and the Regional Control (supervision) shall be the highest executive body of the state authority of the constituent entity of the Russian Federation.

To the relations relating to exercise of state control (supervision) over ensuring the accessibility to social, engineering and transport infrastructures and rendered services, the norms of the Federal Law No. 294- FL of December 26, 2008 “On  protection of  rights of legal persons and individual entrepreneurs in the exercise of state  (supervision) and municipal control”.

The signed Federal Law is intended to implement the provisions of the UN Convention on the Rights of Persons with Disabilities, ratified by the Russian Federation in 2012. The law will enter into force on January 1, 2018.
