Changed in the underlying model performance and the effectiveness of control and supervision

By the corresponding order of the Government of the Russian Federation No. 999-R dated 23.05.2017 changes were made in the basic model of definition of indicators of effectiveness and efficiency of control and supervision, approved by order of the Government of the Russian Federation No. 934-p dated 17.05.2016.

Besides the clarifying wording the most basic model, the changes were in:

- the list of indicative indicators of the direct state controlled areas, and negative effects on the removal of which the activity of controllers;

- additions to the basic model by list of indicators of efficiency and effectiveness other than inspection, forms of control measures (monitoring activities, carried out without interaction with the controlled entities; test purchases; issuance of warning on preventing violations of the mandatory requirements, etc.);

- recommended formulas to calculate individual indicators.

We recall that the basic model itself defines approaches to the selection and maintenance of appropriate indicators of effectiveness and efficiency for regulatory authorities in accordance with the objectives of the reform of control and Supervisory activities. According to the priority programme "Reform of control and Supervisory activities" its members must approve the lists of indicators of effectiveness and efficiency of Supervisory activities before the end of 2017.
